Here is a digital copy of the COC for you to start work on the wall. I will mail the original to you at the address below.
Call or email me if there is anything you want to change on this. If not, you will need to present this to the building
permit desk when you get a permit. The threshold is $500 but I am unsure if they would charge your retaining wall
repair. 501-374-4832 is their number.
I included another photo of your neighbor’s property where they have the gravel mulch. If you get approved for the
fence, then the neighbor has created an alcove for folks to stay; that is not as visible as it is now. You may want to talk
to them and have a joint application to continue a fence across the front of theirs also. Just thinking. Not required.

Would we be able to set it up where we can go ahead and start repairs on the wall and then have the top addition
approved?
We had two episodes this weekend in the yard, one was a congregation about 8 individuals and the second was a
gentlemen incapacitated laying in the grass. Just want to get this completed as quickly as possible once we get the go
ahead.

Mr. Douglas,
Tracy Spillman shared your permit information with me this afternoon. I am not sure why your permit was not sent to
me earlier since I am the Staff person for the Historic District Commission. We have had permit backlog because of the
snow, but you filed before that. For the delay, I apologize.
The property at 1015 S Scott Street is in the MacArthur Park Local Ordinance Historic District. All exterior changes to
buildings and some exterior elements (including fences) must either be approved as a maintenance issue by Staff or go
to a public hearing in front of the Commission. Your fence request would be required to go the full Commission for a

Certificate of Appropriateness. You must be approved by the Commission before you can get a building permit and start
construction.

Would you please respond to Mr. Taylor Douglas concerning his fence permit for 1501 Scott Street.
There are no additional zoning requirements that will need to be met but there may be MacArthur Park Overlay District
restrictions that may need to be addressed before proceeding with the plans as presented.
All information concerning the permit application can be found in Infor under permit number 202110556. Additionally
Mr. Douglas can be contacted at 903-293-6673.
