I am not sure why your permit was not sent to me earlier since I am the Staff person for the Historic District Commission. We have had permit backlog because of the snow, but you filed before that. For the delay, I apologize. The property at 1015 S Scott Street is in the MacArthur Park Local Ordinance Historic District. All exterior changes to buildings and some exterior elements (including fences) must either be approved as a maintenance issue by Staff or go to a public hearing in front of the Commission. Your fence request would be required to go the full Commission for a Certificate of Appropriateness. You must be approved by the Commission before you can get a building permit and start construction.
