I am covering for Brian Minyard on Historic District issues this week. As you noted this is within the Historic District. Any changes to the exterior must be approved before a permit is issued. I have attached a COC (Certificate of Compliance) for maintenance at this site. If the work you are proposing is within this approval then just attach it to your Building Permit application. If not and if this is just maintenance (no change in materials or look), then your request could be approved be a Staff level review and a new COC issued for that work. If this is what is happening, please submit a letter (email) describing the work and changes. A enough information such that a determination can be made that the work will not ‘change’ the structure must be included. Examples or samples might be needed to make the Staff level review. If the work is beyond just simple maintenance and will or could change the look of the structure, then you must file for a Certificate of Appropriateness. This would require a hearing before the Little Rock Historic District Commission and notification of surrounding property owners the application form can be found on the City website - Applications | City of Little Rock.
