3 A RESOLUTION TO SET FORTH THE MAP OF A PROPOSED MID -CITY TARGETED
4 NEIGHBORHOOD ENHANCEMENT PLAN; TO STATE THE INTENT OF THE BOARD OF
5 DIRECTORS TO CREATE THE MID -CITY TARGETED NEIGHBORHOOD; TO DIRECT
6 THAT OTHER STEPS BE TAKEN TO ACCOMPLISH THIS DESIGNATION; AND FOR
7 OTHER PURPOSES.

9 WHEREAS, Act 320 of 1997, codified as Ark. Code Ann. § §14 -169 -1101 to -1108 (West
10 2004), permits the establishment of targeted neighborhoods in municipal areas that are suffer -
11 ing from neglect, abandonment, or are about to become urban blight, and
12 WHEREAS, in Little Rock, Ark., Resolution No. 11,067 (May IS, 2001), the Board of Directors
13 approved initiation of a process to consider a Stephens Targeted Neighborhood, and set forth
14 steps to be followed, but did not actually start the process since the resolution did not contain
15 all the statutory prerequisites, and
16 WHEREAS, a draft report has now been prepared for the Mid -City Targeted Neighborhood,
17 and City staff have conducted public hearings on possible aspects of such a plan,
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
19 ROCK, ARKANSAS:
20 Section 1. Pursuant to the requirements of Ark. Code Ann. § 14- 169 -1105 (West 2004),
21 the Board of Directors of the City of Little Rock, Arkansas, state their intent to create a Mid -City
22 Targeted Neighborhood with boundaries set forth on the map attached as Exhibit A to this
23 resolution.
24 Section 2. The boundaries are generally defined as 1 -630 to the north, Woodrow Street to
25 the east, Roosevelt Road and Asher Avenue to the south and University Avenue to the west.
26 Section 3. The City Manager is directed to assure that a report, which complies with the
27 provisions of Ark. Code Ann. § 14-169-1105 (West 2004), is drafted and made available to the

I public sufficiently prior to two public hearings, held at different places, which will discuss the
2 proposed plan.
3 Section 4. Once the plan has been reviewed, and any proposed amendments to the plan
4 have been considered and, if appropriate added, the City Attorney shall prepare an ordinance
5 for the Board of Directors which will formally set forth the plan for the Mid -City Targeted
6 Neighborhood and set forth any resources that the City is able to dedicate to the plan over the
7 ensuing five (5) years.
8 Section 5. 5everability. In the event any title, section, paragraph, item, sentence, clause,
9 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional,
10 such declaration or adjudication shall not affect the remaining portions of the ordinance which
11 shall remain in full force and effect as if the portion so declared or adjudged invalid or uncon-
12 stitutional was not originally a part of the ordinance.
13 Section 6. Repealer. All ordinances and resolutions are hereby repealed to the extent of
14 such inconsistency including, but not limited to, Little Rock, Ark., Resolution No. 11,067 (May
15 15, 2001).
