Rock Street, MacArthur Park Historic District DATE: December 23, 2020 On Tuesday, December 22, 2020 the QQA Advocacy Committee reviewed the application materials for the undertaking at 900 S. Rock Street, slated for the LR HCC hearing on Thursday, January 7, 2021. 900 S. Rock Street, a Queen Anne style cottage with Craftsman modifications was constructed in the last quarter of the 1911 century, is a contributing resource of the National Register listed MacArthur Park Historic District. Please find attached survey documentation from our files eating to 1977. We offer the following comments in accordance to a review of the Secretary of the Interior's Standards for Rehabilitation and the MacArthur Park Guidelines for Rehabilitation and New Construction (revised in 2016). There is not an objection to the removal of the vinyl siding, however there was concern raised regarding the introduction of new elements and covering original materials. It appears, unless there is additional documentation, the introduction of the stained wooden siding and supplemental stained wooden beams is not consistent with Secreatry of Interior Standard 3: Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall riot be undertaken. The MacArthur Park Guidelines for Rehabilitation and New Construction, based upon the SOI Standards for Rehabilitation of Historic Properties, provide additional guidance to evaluate an undertaking. As noted on rehabilitation in Section III page 9 & 10: Architectural details and features should be treated in the following ways: • retained and preserved if they are original to the structure Quapaw Quarter Association Curran Hall 615 E. Box 165023 Little Rock, Arkansas 72216 501-371-0075 • added only if they are accurately based on physical, pictorial, or historical evidence (not conjecture) in materials, scale, location, proportions, form, and detailing • not removed, changed, or covered Additional guidance is found in MacArthur Park Guidelines for Rehabilitation and New Construction Section A. Treatment of original materials for Residential and Commercial Mixed Use Structures, pg. 11: Objective: Original materials should be preserved whenever possible. They should be visible, not covered with artificial materials. As proposed the original stucco porch gable will be covered with stained wooden siding, which is not consistent with this guidance. More specific guidance is found in in MacArthur Park Guidelines for Rehabilitation and New Construction Section B. Individual Building Elements—Residential: Section 4. Porches: Porch Details and Steps, Stair Railings see page 15: Porches on the front and side facades should be maintained in their original configuration and with original materials and detailing. As proposed, new wooden stained columns will be added without documentation to demonstrate they are original elements. Section 5. Walls: Siding, Wall Shingles, Stucco and Masonry: see page 16: Stucco should be repaired with the original texture. As proposed the stucco in the porch gable will be covered with stained wooden siding. After reviewing the application in accordance with the MacArthur Park Guidelines for Rehabilitation and New Construction and the Secretary of the Interior's Standards for the Rehabilitation of Historic Properties, the QQA is unable to recommend approval of the application as proposed.
