HomeMy WebLinkAbout21985 1 ORDINANCE NO. 21,985 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO DISPENSE WITH 5 THE REQUIREMENT OF COMPETITIVE BIDDING AND ENTER INTO 6 A SOLE-SOURCE CONTRACT WITH SOCRATA,INC.,IN AN AMOUNT 7 NOT TO EXCEED NINETY FOUR THOUSAND,NINE HUNDRED SIXTY 8 THREE DOLLARS ($94,963.00), PLUS APPLICABLE TAXES AND FEES, 9 FOR THE ANNUAL SOFTWARE SUBSCRIPTION AND MAINTENANCE 10 RENEWAL; AND FOR OTHER PURPOSES. 11 12 WHEREAS,Socrata,Inc., in the City's current Open Data Platform vendor; and, 13 WHEREAS,the Socrata Open Performance Module houses the data sets for the City's current Open 14 Data&Performance Platform and is an extension of the work that has been done with What Works Cities; 15 and; 16 WHEREAS,competitive bidding should be waived and a contract awarded to Socrata,Inc. (a wholly 17 owned subsidiary of Tyler Technologies, Inc.), as the sole-source provider for the renewal of the Socrata 18 Annual Software Subscription and Maintenance. 19 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK,ARKANSAS: 21 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding 22 the renewal of the Socrata Annual Software Subscription and Maintenance, and the contract for such 23 services should be awarded to Socrata,Inc.,as the sole-source provider for these services. 24 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and is 25 authorized to enter into a renewal contract with Socrata,Inc.,for the Socrata Annual Software Subscription 26 and Maintenance in an amount not to exceed Ninety Four Thousand, Nine Hundred Sixty Three Dollars 27 ($94,963.00), plus applicable taxes and fees. The current contract terminates on April 30, 2021, and if 28 approved,the current renewal contract has an effective date of May 1,2021. 29 Section 3. Funding for this purchase is available from Account No. 101011-61330. 30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 34 ordinance.
