3 A RESOLUTION TO SET MAY 4, 2021, AS THE DATE OF PUBLIC
4 HEARING REGARDING THE SOURCES AND USES OF FUNDS
5 PROVIDED IN THE 2021 CDBG, HOME, AND HOPWA FUNDS FROM
6 THE UNITED STATES GOVERNMENT; AND FOR OTHER PURPOSES.

8 WHEREAS, as a Regulatory Requirement, a public hearing must be conducted regarding proposed
9 uses of 2021 CDBG, HOME and HOPWA Funding which the City expects to receive from the United
10 States Department of Housing and Urban Development;and,
11 WHEREAS, the City's projected 2021 entitlements total Three Million, Two Hundred Forty-Two
12 Thousand, Seven Hundred Seventeen and 17/100 Dollars ($3,242,717.17); funding in the amount of Two
13 Million, Eight Hundred Ninety-Five Thousand, Eight Hundred Nine Dollars ($2,895,809.00) is available,
14 including Three Hundred Six Thousand, Nine Hundred Eight and 17/100 Dollars ($306,908.17) in 2020
15 Program Income; and Forty Thousand Dollars($40,000.00) in reallocated funds; and,
16 WHEREAS,the proposed uses of the City's 2021 Entitlement Funds were developed with extensive
17 citizen participation, including five(5)virtual meetings throughout the City and a seventeen(17)-member
18 Consolidated Planning Committee; and prior to this public hearing,the Consolidated Planning Committee
19 developed a slate of projects to recommend for Board approval so that the public hearing will give citizens
20 an additional opportunity to review and comment on the proposed uses of the 2021 CDBG, HOME and
21 HOPWA Funding; and,
22 WHEREAS, the Consolidated Planning Committee will submit an allocation of funds as its
23 recommendation to the Board.
24 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The 2021 Consolidated Planning Proposed Sources and Uses of Funding is attached as
27 Exhibit A.
28 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
29 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
30 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
31 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
32 resolution.
33 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
34 hereby repealed to the extent of such inconsistency.
