AN ORDINANCE APPROVING A MASTER STREET PLAN
FOR THE LITTLE ROCK PLANNING AREA AND RELATED
MATTERS REPEALING ORDINANCE NO. 15,519; AND FOR
OTHER PURPOSES.
WHEREAS, Act 186 of the 1957 General Assembly of the State of Arkansas
authorizes cities to prepare and adopt Master Street Plans; and
WHEREAS, the City of Little Rock is in need of an up -to -date comprehensive
street plan for adoption as a statement of intent concerning the growth and function of its
street and highway pattern; and as a framework and guide in further planning and
engineering studies; and as a means of securing for the City and its citizens the benefits
of an official plan; and
WHEREAS, this street plan has been reviewed by the Central Arkansas Regional
Transportation Study and Traffic and Civil Engineering sections of the Public Works
Department and all concerns have been addressed; and
WHEREAS, the Little Rock Planning Commission after due notice, reviewed
and having conducted public hearings, now recommends the adoption of the Master
Street Plan; and
WHEREAS, the public health, welfare and safety of the citizens of Little Rock
will be protected, promoted and benefited by the adoption of this Ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Master Street Plan text, providing information on the
functional characteristics and design considerations which the City of Little Rock will use
as the standards for roads, a listing of roads with alternative design, and other matters, is
hereby adopted.
SECTION 2. The Master Street plan map, which graphically illustrates the
location of the major roads for the Little Rock planning area is hereby adopted.
SECTION 3. If conflicts between this ordinance and other City Ordinances
should occur, the most restrictive ordinance shall prevail.
SECTION 4. That Ordinance No. 15,519, adopted August 2, 1988, and all
ordinances amending said ordinance is hereby repealed.
SECTION 5. A copy of this ordinance together with text maps and graphs
referred to herein shall be filed in the Office of the Recorder of Pulaski County as
required by Act 186 of 1957 of the General Assembly of the State of Arkansas.
SECTION 6. If any section, clause, paragraph, provision or portion of this
ordinance or plan shall be held invalid or unconstitutional, such holdings shall not affect
any other section, clause, paragraph, provision or portion of this Ordinance or Plan.
