3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH MCCLELLAND CONSULTING
5 ENGINEERS,INC.,IN AN AMOUNT NOT TO EXCEED TWO HUNDRED
6 FORTY-NINE THOUSAND, FIVE HUNDRED DOLLARS ($249,500.00),
7 FOR DESIGN AND ENGINEERING SERVICES OF THE Till-CREEK
8 GREENWAY TRAIL PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS, the City of Little Rock was awarded Three Million Dollars ($3,000,000.00) in Central
11 Arkansas Regional Transportation Study (CARTS) 2021 Surface Transportation Program Block Grant
12 Funds by the Metroplan Board for the Tri-Creek Greenway Trail Project; and,
13 WHEREAS, the project is a twelve (12)-foot wide trail corridor in the center of the City following
14 Rock Creek, Fourche Creek and Brodie Creek from War Memorial to Hindman Park; and,
15 WHEREAS, this section of the project will connect several parks starting in Boyle Park, south
16 connecting The First Tee, the Little Rock Animal Village, Western Hills Park, Hindman Park and Brodie
17 Park;and,
18 WHEREAS, a Selection Review Committee selected and recommends McClelland Consulting
19 Engineers, Inc., from the City's Request for Statement of Qualifications,No. 753;and,
20 WHEREAS, the Parks & Recreation Department requests a contract with McClelland Consulting
21 Engineers, Inc.,to provide for Survey and Engineering Design Services associated with the construction of
22 planned improvements of the Tri Creek Greenway Trail Project; and,
23 WHEREAS, the total cost of the project will not exceed Two Hundred Forty-Nine Thousand, Five
24 Hundred Dollars($249,500.00);and,
25 WHEREAS, funding for this project is as follows: One Hundred Thousand Dollars ($100,000.00)
26 from the 3/8-Cent Capital Improvement Sales Tax Funds, Account No. 326459-TS45A21, One Hundred
27 Twenty Thousand Dollars,($120,000.00),from the Transportation Alternative Program Grant Match Fund,
28 Account No. 108129-S 10G040,and Twenty-Nine Thousand, Five Hundred Dollars($29,500.00)from the
29 3/8-Cent Capital Trail Improvement Sales Tax Funds,Account No. 326459-TS45A11.
30 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1. The City Manager is authorized to enter into an agreement with McClelland Consulting
33 Engineers, Inc. in an amount not to exceed Two Hundred Forty-Nine Thousand, Five Hundred Dollars

1 ($249,500.00), to provide Survey and Engineering Design Services associated with the construction of
2 planned improvements of the Tri Creek Greenway Trail Project.
3 Section 2. The Project will be funded as follows: One Hundred Thousand Dollars($100,000.00)from
4 the 3/8-Cent Capital Improvement Sales Tax Funds,Account No.326459-TS45A21,One Hundred Twenty
5 Thousand Dollars, ($120,000.00), from the Transportation Alternative Program Grant Match Fund,
6 Account No. 108129-S 10G040,and Twenty-Nine Thousand, Five Hundred Dollars($29,500.00)from the
7 3/8-Cent Capital Trail Improvement Sales Tax Funds,Account No. 326459-TS45A11.
8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
12 resolution.
13 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
14 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
