3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH RISK MANAGEMENT RESOURCES,IN THE
5 AMOUNT OF SEVENTY-TWO THOUSAND DOLLARS ($72,000.00), TO
6 PROVIDE THIRD-PARTY ADMINISTRATION SERVICES FOR THE
7 CITY'S SELF-FUNDED WORKERS' COMPENSATION PROGRAM,AND
8 FOR OTHER PURPOSES.

10 WHEREAS,the City of Little Rock Board of Directors passed Little Rock,Ark.Ordinance No. 13,866
11 (April 15, 2014) to authorize the City Manager to extend the existing contract with Risk Management
12 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
13 Compensation Program at a rate of Seventy-Two Thousand Dollars($72,000.00)per year; and,
14 WHEREAS,the rate was guaranteed for three(3)years with the maximum term noted in the Request
15 for Proposals effective July 1, 2014; and,
16 WHEREAS, the current coverage ended on June 30, 2017, and was extended for one (1) additional
17 year pursuant to Little Rock, Ark. Ordinance No. 21,434 (June 20, 2017) to provide coverage ending on
18 March 31,2018;and,
19 WHEREAS,in 2018, after careful review of response to a formal bid process the recommendation to
20 accept the proposal of Risk Management Resources for seven (7), one (1)-year terms was adopted in
21 Ordinance No. 14,741 (March 20, 2018); and,
22 WHEREAS,this resolution authorizes the fourth year the City shall use Risk Management Resources
23 for the period April 1,2021,through and including March 31,2022,to provide Third-Party Administration
24 Services for the City's Self-Funded Workers' Compensation Program.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. The City Manager is authorized to enter into an agreement with Risk Management
28 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
29 Compensation Program at a cost of Seventy-Two Thousand Dollars($72,000.00)per year.
30 Section 2. The terms of this agreement are from April 1, 2021, through and to include March 31,
31 2022,and leave three(3)possible one(1)-year extensions not to extend past March 31, 2025.
32 Section 3. Funding for this agreement is budgeted in Account No. 101003-52033.
33 Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
34 subparagraph,item,sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid
35 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution

1 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
2 unconstitutional was not originally a part of this resolution.
3 Section 5. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
4 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
