The plan is a fewyears old, but the principles are still the same for compatible infill design. I sent this plan to the othercommissioners in December. As a new commissioner, I want to make sure you. are aware that thearchitect for HDC2019-023 (Tim Heiple) knows the standards for compatible infill but has chosen tosubmit a design that does not comply with these standards.We can do so much better than this current submission.Yours,tdnfau,*

+ Pufpose of ManualThe purpose of this manual is to provide a guide tobuilding infill residential structures within the Histor:icl.leighborhoods, Tornado Damage Areas and in anyestablished neighbor-hood in Little Rock.The manurll describes the various Historic Districts inDowntown Little Rock and provides contacts to thoseDistricts for more information. Also included are six (6)examples residential designs, ranging from 1 bedroomstudio/ loft r-lnit to a four^plex, that meet the generaldesign gr-ridelines of the historic districts. Whilernaintaining much of the original historical materials, roofslopes opening sizes and general archi'tectural elements,these designs have been extensively rnodemized as toboth the interior arrangement, amenities and theutilizaticln oJ modeln construction means and methods.A prototypical block trayout, using the city block lyingbetween Commerce and Rock Streets and betweenFor-u:teenth and Fifteenth Streets, is included giving avisual examptre of how this infil} development can takeplace in Downtown Little Rock. + IntroductionThe City of Little Rock encourages both the rehabilltationof existing stock structures in the downtownneighborhoods as well as the constluction of new infilstructures on vacant property within these sameneighborhoocls. While the proper rehabilitation of existingstrllctures is a critical element in rnaintaining the historiccontext of the neighborhoods, it is just as important thatthe construction of new infill structures maintain thatsame historical context.This publication provides examples of a variety ofresidences which will blend with the context of theneighborhood, will meet the general reqr-rirernents of thevarious historic districts and wili provide the amenitiesreqr"rired in a rnodern residence, r"rsing modernconstruction techniques.IlH+W 3

+ The Example ResidencesInch-rded in this publication are six example residences.The examples of residences offer a varLety in size, numberof bedroonls, floor layout and density that would closelyaccornmodate most residential construction in this area.The goal of the developrnent of these examples was totake residences designecl in the same era that theseneiglrborhoods were developing and "contemponze" theinteriors and construction methods while maintaining theelernents considered critical in retaining the historicalcharacter of each structure.The six example residents are as followsA. A Victorian "shotgun style" I bedroorn studio/ loftresidence containing 730 s.f" The second leveicontains a bedroorn and bath suite overlooking theopen living and kitchen areas downstairs.B. A 3 bedroom/ 2 bath one story, Craftsman bungalowcontaining 1,890 s.f-. + Protojy-pical BlockIn an effort to illustrate how the infill residences can ber-lsed to replace missing structures within an existingblock, a prototlzpical block plan has been developed.Although it is caIlecl a prototype it is actr-ially the LittleRock block contained by R.ock and Commerce Streets and14 and l5'h Streets. This bloclc was chosen because it hasexisting structures and sulficient vacant lots to ilh-rstlateall six example residences.The primary reason to show the entire block is toillr-rstrate how the rhythm of the hlocks can bereestablished and how the example residences fit ttrreexisting physical context of the building facades,We have taken the devetropment of the block one stepftirther by showing set backs to match existing, newsidewalk arrangetnents as well as the creatisn of interiorblock parking screened from the street.H+W 7
