All correspondence submitted to any board or commission that is staffed by Planning and Development is presented to
that respective board or commission in a compiled format. Please keep in mind that staff is trying to compile
correspondence sent on any item within that respective board or commission agenda. We cannot compile any
correspondence not sent to this department. That includes correspondence sent to commission members, outside
agencies, and other departments of the city. Attached is the compiled list as of 11:45 on May 28, 2020 that went out to
the Historic District Commissioners at 11:46 on May 28, 2020. We also attached updated additional communication that
we received since our last email sent May 22, 2020 at 3:29 pm to the commissioners of received correspondence.
Currently we have counted 203 contacts from emails, phone calls and the petition that was circulated. Of those, 18 of
were duplicates from the same people. There were 182 unique responses against, 2 were in support, and 1 asked
questions.

This email regards the Historic District Commission’s procedure for processing and recording public comments.

To the best of my knowledge, the receipt of emails commenting on HDC2019-023 sent to
lrzoning@littlerock.gov has not been acknowledged.
HDC Staff report for 12/9/19 and 5/28/20 does not record the public comments sent by emails opposing
HDC2019-023.I am aware that nineteen people wrote opposing emails regarding HDC2019-023 for the
December hearing.
In an email exchange with HDC staff on 5/12/20, I was advised that 5/20/20- 5 pm was the deadline for public
comments received via email to lrzoning@littlerock.gov to be included in 5/28/20 staff report. Because I was
copied on many of these emails, I know they were sent by that deadline. As said earlier, receipt of these emails
was not acknowledged nor did reference to them appear in the 5/28/20 Staff Report.
When are the public comment emails presented to the Commissioners for their review? It was my experience as
a commissioner that we received a copy of public comment 15 minutes before the hearing which did not allow
me time to read them. I am waiting to learn the total emails that have been received regarding this application. I
know as of Tuesday, 73 had been received. The final deadline for public comment was Wednesday, May 27 –
5:00 pm.
Public participation is crucial to our city government process. I look forward to receiving your reply.
