Missy,
The meeting on February 8th has been cancelled. So part of your question is a moot point. I will answer the last portion
of your question. The instructions for Filing for a Certificate of Appropriateness states in #3E on page 2 of 5: “NOTE:
Application must be complete at time of filing. Any additional documents requested by Staff for clarification and review
must be submitted to staff no later than three (3) weeks before the meeting date.” It is common for me to have
questions of the applicant and for them to provide further information.
The minutes have been sent to the Commission in preparation for their approval at the February meeting.
During the December 9th meeting, Chair Ted Holder stated that he encouraged everybody to talk about the application
and work out a solution. In conversations between Tim Heiple, Patricia Blick, and myself, it was decided that QQA, in
their advocacy role, would host the meeting. I was me that started the conversation as I was carrying out the wishes of
the Chair. I don’t believe that there was anything wrong with QQA hosting the meeting: it is in the neighborhood and it
removes it from the “City Hall” stigma. I don’t believe that as staff, Patricia or I, did anything wrong. We were trying to
facilitate conversation to improve the project.

Hi Brian:
Would you kindly answer the following questions/clarifications:
The COA deadline for the March hearing is Friday, 3/7. So regardless of any public comments at the QQA
public meeting on 3/8 it will be too late for any changes to be made to the plans. The plans once submitted
cannot be changed - right?
Will the minutes from the December 9, 2019 hearing will be ready for Board approval at the February 10, 2020
hearing?

Because the MacArthur Park Neighborhood Association is innactive, you requested that the QQA hold a public
meeting (after the 12/9/19 LRHDC hearing) so that interested parties could discuss the pro posed development at
10th and Rock Streets with developer Bo Briggs and architect Tim Heiple. In other words, the QQA did not
request this first nor did the developer/architect? I'm trying to find our exactly who's idea this was and QQA
says it was yours.
