(There is a full basement at Park Place and have had no real problems.) My concern with proceeding on this project is that we will spend a lot of time being subjected to personal criticism by the neighbors, will never satisfy them no matter what we do and if the height criteria just got 8-9 feet worse and the building a story taller, the whole endeavor seems like an impossible task. In the end, won't the height and number of stories, by definition, disqualify us no matter how we address the neighbor's concerns. Thanks for your advice. Did you get rid of the mansard? Do you know how much you can sink the garage in the ground (water table)? If so, I think the next step is to set up a meeting with some neighbors in a natural spot and see their reactions. I think the QQA could play a part in this. If we got the building height down to 35' by the old definition, broke up the building mass, quadrupled the setbacks and sloped the roofs, it looks like we still will be DOA. We have been beating ourselves up trying to get close to meeting the requirements and this will kill us. The only thing neighbors liked was the underground parking and now that will hurt us in height. Is there a way to get a ruling on if a unfinished basement is actually a finished floor? I bet some of these houses have basements (I know Park Place Apartments does) and that is not counting against them. As you have said before, as far as the historic perspective of the house, a below grade improvement have no bearing. I don’t know where I got grade from, I must have been thinking of hillcrest. The lowest finished floor will be the parking garage. It is a finished space for car storage. He looks at the Guidelines that you get to by clicking on the Planning, Boards and Commissions page under Historic District Commission that says Design Guidelines. Looking at Chapter V,1.b.,the height is measured from the lowest finished floor. Please tell me again, where I need to go to see the definition as measured from grade. I also am wondering where the measurement of finish grade is taken from. I believe the planning definition is a point 5' from the face of the building. Is it the same in MacArthur or different?
