B Little Rock, Arkansas 72205 Dear Mr. Heiple, Your application HDC2019-023 for Infill 18 unit multifamily building, at NE Corner 10th and Rock Streets will be heard before the Historic District Commission on December 9, 2019. The hearing will be held in the Board Room at City Hall at 500 West Markham on the second floor. The meeting will begin at 5:00 p.m. Your application will be item One on the agenda. You or your agent must be present in order for the item to be heard. Please follow directions exactly when giving ten days’ notice to all property owners as stated in the application on page 3 instructions #4 and #5. Use “HDC2019-023” to complete your mailing labels as shown in the instructions. You may mail your Planning Commission notice in the same envelope as the HDC notice as long as you meet or exceed both notice deadlines. The application form states that “A description of materials for all exterior surfaces listed above shall be provided to Staff at time of filing. Web site addresses are appropriate but cut sheets of individual materials are preferred.” Some items are portrayed differently in the drawings than on the photos submitted. Please clarify in each case, which is the preferred material. The following information will need to be submitted to Staff by close of business on November 19, 2019 to complete your filing. If you are not including any of the items below, please respond with “not applicable”. Cover letter: Omitted, please submit. Height of Building: On the sheets Adjacent Elevations and Street Elevations, how did you generate the height of the neighboring buildings? Foundation: List materials, finishes, and height. The shrubbery hides this detail. Steps to units: List materials and finishes and provide sketch of finished steps (concrete, broom finish, brick, etc.) Provide materials and finishes and provide sketch of handrails. Will the railing be the same as the fence with the finials? The elevations shown steps in different directions than on the site plan and on the COA Floor Plans. Please resubmit drawings that match and which drawings to remove from the application package if any. Walls: Please state size, material, finish, and model number of any trim boards around doors and windows. Is this real masonry stucco or EFIS? What is the texture on the stucco finish? What material is the painted cornice? On the limestone veneer, what is the thickness of this material? Is IMG_1703 showing the brick and limestone together? Windows: Specify brand, model number, finish, and size for all windows. The photo has a 4 over 1 window, where the elevations and quote have a 2 over 2. Which one is it? Are all windows vinyl? Will you provide a website or cut sheet on these to determine if they are true divided lite or simulated divided lites? Doors: Specify brand, model number, finish, and size for all exterior doors. Is this a solid wood door with six panels? The Site plan on AP.1, the Elevations on AE.1, and the Color Street elevation, seem to be different versions of the project with them not matching especially on door placement and porches. Please resubmit drawings that match and which drawings to remove from the application package if any. Please submit without trees and shrubs since they hid text and details of the building. Lighting: Specify location, brand, model number, finish, and size for all exterior lighting either affixed to building or freestanding. Will there be additional lighting in the surface parking area? Will there be lighting on the sign? Gutters: Show locations of gutters on elevations with size and materials of guttering and downspouts. Mechanical Systems: State location of any exterior air conditioning/heating system units. Satellite Dishes: State location and details on any satellite dish. If not using a dish, please state so. Roof: Provide pitch of all roofs and depth of all eaves. Is the flat roof really flat? W hat is the material for all of the roofing? Is the photo of the Devinci Bellaforte Slate as stated on the elevations? What is the roofing detail over the windows located in the dormers (materials)? Are they arch topped dormers? Are you planning on a roof top terrace with the penthouses, particularly Unit B? Solar Collectors: Provide details on locations, size, material, and finish. Fencing on site: Provide details and locations on fencing, height, material, and finish. How does this fence terminate at the north and east ends? The fence on the elevations is different than that in the photo submitted. Please specify which one. How tall is the decorative fence proposed at the north property line? If so, what is it? I see the American Montage Plus fencing on the elevations but the text is partially obscured by tree graphic. Walks/Sidewalks/Drives: Provide information on city sidewalk repair or replacement. Provide information on any private sidewalks with materials and finish. Landscaping: Provide details on any wall, planting bed border, or any other fixed inert building material used in permanent landscaping structures. Elevations: Submit dimensioned elevations for height and width of all elevations. Please add overall height and width of elevations. Signage: Provide details on locations, size, material, and finish of all signs. Is that a representation of the signage design to be placed at the street corner? Failure to provide all information requested above in a complete manner before 5:00 pm November 19th, will result in a Staff recommendation of Deferral on this application.
