The following is to serve as a cover letter for this project and to provide development
rationale as well as legal and structural composition of the project.
The development of this ¼ block is proposed to be a for-sale residential complex
composed of 18 units situated in “rowhouse” type structures. These “rowhouses” are
influenced by many Italianate style structures in the neighborhood. The rowhouses are 3
stories tall with several having a mansard roof structure which also contains living space.
The rowhouses face Rock Street and 10th Street with each rowhouse containing either 2
or 3 units stacked over each other with elevator and stair access. Access to the
development, as well as access to many utilities and services, will be through Park Place
Apartments, located immediately to the east, by an access easement. There will be no
new curb cuts required for this project.
Parking for the project will be on a lower level that is partially underground, leaving the
portions of the site uncovered by building to be landscaped for the enjoyment of the
residents. This is intended to minimize the impact of our percent coverage of the site by
the building and to unclutter the site with parking and the street with curb cuts. All
required parking for the development will be on-site, further reducing the impact of the
development on the neighborhood. The “rowhouse” design is compatible with the
MacArthur Park Historic District neighborhood and is intended to minimize the impact of
a slightly over 35’ cornice height and the partial 4 story construction of the building. The
building faces follow closely the setbacks of adjacent buildings on Rock and 10th with
recessed porches wherever possible. We have minimized the steps from the recessed
porches as well as a few front porches on both 10th and Rock that extend slightly past
the current setbacks. Major existing trees located in the right-of-way will be retained, one
on each Rock and 10th, as well as extensive landscaping will be added along the streets
and the interior courtyard of the development.

Responses of COA submittal comments
Cover Letter – That document is attached.
Height of Building – The heights stated on the Street Elevation drawing were obtained by
used PAGIS mapping and LiDAR derived elevation data. A revised Street Elevation
drawing is included in this submittal.
Foundation information is shown on the revised elevation sheet, which has no
landscaping and fencing shown.
Steps to units – The sidewalks and steps to the units will be concrete with a light broom
finish. The design on the railings on the steps, porches qnd balconies will be similar to the
fences with a different top rail design. An image of that labeled Balcony & Stair Railings
is attached to this submittal and the revised elevations are also attached.
The trim boards shown are as follows:
The stucco material shown is stucco. A photo of the smooth finish was included in the
submittal and there is a lime wash proposed for the stucco to provide an aged look. That
is also shown on the photo. The painted cornice is fabricated from painted wood-like trim
boards as shown in the attachment labeled cornice design.
IMG_1703 only shows the white brick that is proposed on the corner unit over the
limestone. A sample of the limestone tile is shown on the attachment labeled Final
Limestone. There will be a sample of the limestone available.
Windows are manufactured by Crestmark, are vinyl, are all 2 over 2, will have mullions
applied to the window and those mullions will be on the exterior side of the insulated
glass. A sample of the window will be available.
The exterior doors will be manufactured by Simpson, will appear as shown on the
submittal, will have a stained wood finish, will be 3’-0” wide x 6’-8’tall with a transom.
New elevations are provided which show more clearly and accurately the entrances
and finishes.
There will be a minimal number of exterior wall mounted lights on the buildings. A cut
sheet of the lights are included and labeled Light Fixtures. There will be short pole
mounted lights of the same design in the courtyard and small ground mounted lights on
the corner sign. The courtyard lighting is shown on the revised site plan.
All major roof areas slope to the rear of the building where there will be gutters and
downspouts. There are no gutters planned on the Rock or 10th Street sides of the building.
The mechanical systems for these units will be split systems or roof-top units, so there will
be outside equipment located on the roof generally in the center of the building and on
the ground on the north and east side of the building. The possible ground mounted
locations are shown on the revised Site Plan.
Satellite dishes are not anticipated on this project and, if required, locations will be
limited so as not to be visible from the street.
All near flat roofs will have minimal slope to the courtyard and will be a TPO type roof.
These will all slope to the rear of the buildings. The Davinci roofing shown in the submittal
will be used on the mansard roofs.
There are some arched top and flat top dormers and all will have metal flashing
between the slate roof and the wood trim around the windows. There will be 2 small roof

decks, with wood-like walk deck systems, at the setback of unit A and C as shown on the
plans. There will be no other roof decks or terraces.
There are no solar collectors anticipated on this project.
The fencing at the Rock and 10th face of the building is 4’ high decorative iron as shown
on the submittal labeled final fencing and railing.
The fencing layout is shown on the revised site plan included in this submittal. The side
and rear (north and east) fencing will be 6’ tall and will be opaque wood on the north
and east sides. There will be a decorative iron sliding gate on the east side adjacent to
Park place Apartments and there will be walk gates at 2 locations out of the courtyard.
The sidewalk on both Rock and 10th will be replaced. The new sidewalks to the units will
be concrete with light broom finish.
There will be no walls, raised planter beds or other permanent landscape structures,
other than the steps and porches shown on the street sides of the building. There are site
amenities, including benches, fountains and walks in the courtyard.
The Rock Street Elevation is revised and attached to this submittal. The 10th Street
Elevation will be practically a mirror image with one unit deleted of the Rock Street
elevation.
The one property sign is located at the corner of 10th and Rock. It is revised from our
original submittal and is now outside the fence and is a low, ground mounted,
monument sign faced with the limestone material used on the building with metal letters
attached. The name of the project and the address, which will be on the sign, are not
yet determined. There will be small ground mounted lights illuminating each face of the
sign. An enlarged image of the one corner sign for this project is attached.
