Markham Street Little Rock, AR 72201 RE: HDC Application HDC2020-021, New Universal Accessible Playground at MacArthur Park Dear Mr. Minyard, The QCIA Advocacy Committee has reviewed the agenda for the Little Rock Historic District Commission Meeting on Thursday, November 5, 2020. We would like to offer the following comments on the Certificate of Appropriateness for the New Universal Accessible Playground at MacArthur Park. The QQA is in full support of the removal of the existing playground at MacArthur Park and the installation of a new universal playground adjacent to the recently completed multi-purpose court, found on the east side of the park between existing parking lots. The installation of the new playground should have no adverse effect on the National Historic Landmark, US Arsenal at Little Rock. In fact, this new location is less prominent from the principal elevation of the historic arsenal, and well recessed into the park. The installation of this new universal playground will, we anticipate and hope, attract more and new visitors to MacArthur Park and the MacArthur Museum of Arkansas Military History. We understand that the LR HDC does not have purview over archeological sites, however, we would encourage monitoring of ground disturbance during construction and a plan to record any significant features if they are encountered. This will be a welcome addition to MacArthur Park as well as the MacArthur Park National Register Listed Historic District. We appreciate the opportunity to comment on this undertaking.
