Mr. Brown,
I was able to review your project a 904 Scott St with the Planning Staff. As we discussed perimeter landscape strips an
average width of six (6) feet nine (9) inches are required (in areas designated as "mature") where a vehicular use areas
are proposed adjacent to a neighboring properties. The following options were provided and can be approved at Staff
level.
• West property line; though not used as an alley the space between your property and the neighboring Twin City
Limousine property is platted as such. Landscape perimeter planting strips are not required adjacent to allies.
The fence and parking layout placed on the west property line is acceptable as shown on the proposed site plan.
No City Beautiful Commission variance will be required.
South property line; an opportunity to provide landscape south of parking bay #8 and north of the dumpster
enclosure is shown in the adjacent triangular strip of land. If landscape is provided in this area that includes a
minimum of one (1) tree and three (3) shrubs a City Beautiful Commission variance will not be required.
East property line adjacent to existing paved area. As noted above a perimeter planting strip is required when a
new vehicular use area is developed adjacent to another property. Due to the existing conditions and the
improvements being provided, Staff is not opposed to eliminating this requirement adjacent to the proposed
drive isle. However, written approval of the proposed site plan (as submitted to my office for review) from the
adjacent property owner would be required for this requirement to be waived at Staff level. If this approval from
the adjacent property owner cannot be obtained a City Beautiful Commission public_ hearing would be required
for this variance to be approved.
In addition to the property line landscape requirements as noted above other requirements will need to be met for the
landscape areas that are shown on the site plan.
• North perimeter planting area between parking and 9th St right-of-way; A minimum of one (1) tree and seven (7)
screening shrubs placed three (3) feet on center will be required. If the proposed fence is opaque then the
minimum shrub requirement will drop to a quantity of three (3) plants.
9th St right-of-way; street trees are required for developments in Urban Use (UU) zoned properties. These are to
be provided at a rate of one (1) tree for every thirty (30) liner feet of property adjacent to the right-of-way and
placed two feet off the back of the street curb. An irrigation system is also to be provided for all street trees.
Before any materials can be placed in the public right-of-way a franchise agreement must be obtained from
Little Rock Public Works. Contact Engineering Technician, Bennie Nicolo at 371-4818 for more information.
One (1) street tree is required to be placed between the north property line and the back of the street curb in
the 9th Street public right-of-way.
Building landscape; a minimum of one (1) tree and four (4) shrubs is required between the building and the
parking area.
