Site plan must comply with the City's minimal landscape / buffer ordinance requirements, Little Rock Zoning Ordinance, Sec. 36-342.1. UU Urban Use District, and the MacAruthur Park Historic Overlay District. 2. Signage is to be reviewed and permitted separately. 3. Perimeter landscape strips an average width of six (6) feet nine (9) inches in width are required (in areas designated as "mature") where vehicular use areas are proposed adjacent to a neighboring property. A perimeter planting strip is not required adjacent to the alley located to the west of the property. A perimeter planting strip would normally be required adjacent to the eastern edge of the drive aisle located off of 9th Street. However, due to the existing conditions and the improvements being provided, Staff is not opposed to eliminating this requirement along the northeast property line. Written approval of the proposed site plan from the adjacent property owner would be required for this obligation to be waived at Staff level. If this approval from the adjacent property owner cannot be obtained a City Beautiful Commission public hearing would be required for this variance to be approved. Provide written approval or apply for a landscape variance with the CBC. 4. The property is located in the UU urban use district. Street trees a minimum of three-inch caliper will be required. The trees shall be located a minimum of two (2) feet off the back of a curb and shall be thirty (30) feet on center and no closer than thirty (30) feet to a street intersection with a water source provided. The tree canopy shall be maintained at least eight (8) feet above the sidewalk. Specify the tree species and the size. 5. Prior to releasing for permit a franchise agreement must be obtained from Little Rock Public Works to place landscape materials in the public right-of-way. Contact Engineering Technician, Bennie Nicolo at 371-4818. Return (1) copy of the franchise agreement to the Plans Development Administrator. For any site, trees from two (2) different genuses are required. At least twenty-five (25) percent of the trees on the site outside of those required for screening purposes are to be of evergreen variety. Provide plant material schedule / legend and size specifications. In order to receive credit trees must be two (2) inches in caliper and shrubs must be eighteen (18) inches in height at installation. 7. All landscape areas shall be protected as per City of Little Rock Landscape Ordinance (Sec. 15- 100). Mulch, edging, wheel stops, and/or concrete curb and gutter will be required. 8. All ground or roof mounted mechanical systems shall be screened from abutting properties and streets. Any trash receptacles or pickup shall be oriented away from a primary street side of the property and screened from the public right-of-way. Screen shall exceed the height of the dumpster or trash containment areas by at least two (2) feet not to exceed eight (8) feet total height. 9. The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger.
