HomeMy WebLinkAbout21959 1 ORDINANCE NO. 21,959 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 CONTRACT WITH THE U.S. SOCCER FOUNDATION, IN AN AMOUNT 6 NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS($100,000.00), 7 TO CONSTRUCT A MINI-PITCH SOCCER FACILITY AT WAKEFIELD 8 PARK; TO DECLARE AN EMERGENCY; AND, FOR OTHER 9 PURPOSES. 10 I 1 WHEREAS, plans to enhance Wakefield Park include the ability to provide a soccer facility with 12 lighting that can be enjoyed throughout the day all year long; and, 13 WHEREAS, the Parks & Recreation Department has been able to team with the U.S. Soccer 14 Foundation("the Foundation"),a 501 (c)(3)organization which relies upon various donors to sustain soccer 15 programming, and the installation of mini-pitch projects in under-served communities, and in doing so,to 16 obtain a significant savings in cost for the construction and installation of a Mini-Pitch Soccer Facility for 17 a price not to exceed One Hundred Thousand Dollars($100,000.00); and, 18 WHEREAS, the relations that the Foundation has with various companies is what can make this 19 cost-savings available to the City of Little Rock, Arkansas, and as a result makes it impractical and 20 unfeasible to submit this contract to competitive bids. 21 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK,ARKANSAS: 23 Section 1. The Board of Directors declared that it is impractical and unfeasible to bid for the 24 construction of a Mini-Pitch Soccer Facility in Wakefield Park because the special relations that the 25 Foundation has with suppliers and companies enables the City to obtain a significant cost savings that would 26 not otherwise be available. 27 Section 2. The City Manager is authorized to enter into a contract for an amount not to exceed One 28 Hundred Thousand Dollars ($100,000.00) with the U.S. Soccer Foundation to obtain materials, labor, 29 management,construction, of a Mini-Pitch Soccer Facility at Wakefield Park. 30 Section 3. Funds for this agreement are available in Account No. 108459-S45G047. 31 Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph, 32 subparagraph,item,sentence,clause, phrase,or work of this ordinance is declared or adjudged to be invalid 33 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance 'Page 1 of 21 1 which shall remain in full force and effect as if the portion so declared or adjudged invalid or 2 unconstitutional was not originally a part of this ordinance. 3 Section 5.Repealer. All ordinances and resolutions, and parts of the same, that are inconsistent with 4 the provisions of this ordinance are hereby repealed to the extent of such inconsistency 5 Section 6. Emergency Clause.
