3 AN ORDINANCE TO NAME THE ARKANSAS MUSEUM OF FINE ARTS
4 LOCATED IN MacARTHUR PARK; TO AMEND SECTION 1 OF LITTLE
5 ROCK, ARK. ORDINANCE NO. 11,111 (SEPTEMBER 6, 1960); AND FOR
6 OTHER PURPOSES.

8 WHEREAS, pursuant to Little Rock, Ark., Ordinance No. 5,235 (May 6, 1935), the City of Little
9 Rock,Arkansas("the City"),authorized the construction of a suitable Museum of Fine Arts on the grounds
10 of MacArthur Park, then known as Little Rock City Park, and created a Board of Trustees to manage and
11 control the museum; and,
12 WHEREAS, on July 8, 1957, the City authorized the solicitation and receipt of funds to equip the
13 museum,and to equip and added facilities; and,
14 WHEREAS, it was determined that the name of the museum should be changed to the Arkansas Arts
15 Center, and that its Board of Trustees, appointed by the City, should be known as the Board of Trustees of
16 the Arkansas Arts Center in Little Rock,Ark.,Ordinance No. 11,111 (September 6, 1060); and,
17 WHEREAS,after a successful election to levy a 1%gross receipts tax on hotels and lodging,the City
18 issued Thirty-Seven Million,Five Hundred Thousand Dollars($37,500,000.00)in Revenue Bonds pursuant
19 to Little Rock, Ark., Ordinance No. 21,564 (March 28, 2018), which expressly permitted the use of other
20 funds made available for the purposes of the improvements financed by the Bonds;and,
21 WHEREAS, after substantial contributions from patrons of the arts, and very effective cooperation
22 between the Board of Trustees for the Arkansas Arts Center, and the Arkansas Arts Center Foundation
23 Board, it has been determined that a more appropriate name for the structure and its activities is the
24 Arkansas Museum of Fine Arts; and,
25 WHEREAS, on January 25, 2021, Mayor Frank Scott, Jr., issued a special proclamation which
26 declared "that from this point forward the new facility for the arts in MacArthur Park shall be named the
27 Arkansas Museum of Fine Arts".
28 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. Section 1 of Little Rock, Ark., Ordinance No. 11,111 (September 6, 1960), is hereby
31 amended to read as follows:
32 The institution known as the Arkansas Arts Center shall be known from this point forward
33 as the Arkansas Museum of Fine Arts. The museum shall continue to exist as a part of the

1 Little Rock Parks & Recreation Department under the Board of Trustees of the Arkansas
2 Museum of Fine Arts.
3 Section 2. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
4 subparagraph,item,sentence,clause,phrase,or work of this ordinance is declared or adjudged to be invalid
5 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance
6 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
7 unconstitutional was not originally a part of this ordinance.
8 Section 3. Repealer. All ordinances and resolutions,and parts of the same, that are inconsistent with
9 the provisions of this ordinance are hereby repealed to the extent of such inconsistency
