PROJECT BACKGROUND AND DESCRIPTION:
The subject property is located at 316 E 11th Street. The
property’s legal description is “Lot , Block , Original City
of Little Rock, Pulaski County, Arkansas."
This multifamily building was built in 1910. The 2006
survey form states: “A craftsman style apartment building
with shallow roof slope, wide overhangs and grouped
windows with multiple panes. Front and rear porches also
have Craftsman details.” It is considered a "Contributing
Structure" to the MacArthur Park Historic District.
This application is a result of an enforcement action.
Signage and Terra Cotta Coping The vinyl siding removal,
removal of the original weatherboard and the installation of
new wood siding was started without a COA by the HDC.
Very short description of project. A letter of support from
AHPP is included near the end of the staff report.
PREVIOUS ACTIONS ON THIS SITE:
No previous actions were on this site were located with a search of the files.
Other actions were found but are more than 10 years ago and no longer relevant.
On July 10, 2003, a COA was approved and issued to Angela Murray for a three foot white
picket fence to be installed in the front yard.

On July 15, 1998, a COA was approved and issued to Marsha Taul for the existing vinyl siding
on the north elevation to remain with conditions.

PROPOSAL AND WRITTEN ANALYSIS OF THE APPLICATION BASED OFF OF INTENT
AND GUIDELINES: GIVE DETAILED DESCRIPTION OF project based on LaFresh.
This application will be required to go to the Board of Adjustment for a fence height variance.
Sec. 36-516(e)(1)a Residential fence and wall standards of the Little Rock Municipal Code
states: Between a required building setback line and a street right-of-way, the maximum height
shall be four (4) feet. Other fences may be erected to a maximum height of six (6) feet.
Subsection (7) states: Support columns or support posts shall be permitted to exceed the
allowable fence or wall height by no more than two (2) feet, including any ornamental features.
Support columns or support posts shall be a maximum width of two (2) feet. There shall be a
minimum distance of seven-feet – six inches (7’-6”) between opposing faces of support columns
or support posts which exceed the allowable fence or wall height, other than at gates or corners.

STAFF RECOMMENDATION: Approval with the following conditions:
1. Obtaining a building permit.
2. Project to be completed within XXX days of obtaining permit.
3. Submittal of final window design to Staff. If windows are significantly different than those
approved by the commission, a separate hearing may be required to approve the
windows.
4. Replace precast panels between windows with brick either of the same bond as used on
the body of the building or a decorative bond to accent the areas.
5. The granite curbs along Sherman shall be protected during construction. Any
replacement curbing (to remove driveway aprons) shall conform to Public Works
comments, but shall not include removal of granite curbing.

hearing will be held in the Grant Still Ballroom in the Robinson Center. The meeting will
begin at 4:00 p.m.
Your application will be item Five on the agenda. You or your agent must be present in
order for the item to be heard.
Use the attached Notice of Public Hearings for virtual meetings. This is different than
the one in the application packet. This notice must be mailed on or before October 23,
2020 to meet the deadline. Please follow directions exactly when giving notice to all
property owners as stated in the application on page 3 instructions #4 and #5. Use
“HDC2020-07” to complete your mailing labels as shown in the instructions.
Your signs (which you will need to pick up) will need to be posted on the property no
later than October 26, 2020.
The application form states that “A description of materials for all exterior surfaces listed
above shall be provided to Staff at time of filing. Web site addresses are appropriate but
cut sheets of individual materials are preferred.” The following information will need to
be submitted to Staff by October 23, 2020 to complete your filing. If you are not
including any of the items below, please respond with “not applicable”.
Painting: Painting of wood surfaces are not reviewed by the Commission. You do not
need to state this on the application. This will be a Staff level approval.
Skylights: the skylights are not visible from a public street, therefore not reviewed by
the Commission. You do not need to state this on the application. This will be a Staff
level approval.
Signage: Provide details on locations, size, material, and finish of all signs. A scaled
sketch is required. Is this depicted in the proposed facade graphic?
