I am strongly opposed to the rezoning as well as the Land Use Plan Amendment. Rezoning these lots has negative impacts on three levels: it affects me as a property owner, it affects the infrastructure of the Heights, and it affects Little Rock's flow of traffic at a very highly congested intersection. I have made a substantial investment to my home and do not want to see the value of my property decrease. The exposure to increased levels of noise, light, and traffic as a result of a restaurant would have a negative effect on my property value. The traffic will be a nightmare. If the lots were to be rezoned and the restaurant built, a customer waiting to turn left into the restaurant parking lot from University will cause vehicles to stack, potentially into the intersection of Cantrell Road. Currently, there are no driveways to businesses directly If these lots are rezoned, what happens in the future for the Heights? Sure, one can design a structure and say this is going to work. What I don't believe has been thoroughly considered is how this structure will affect future zoning decisions within this neighborhood. For many years the rezoning of those lots has been denied and for good reason: in order to maintain the integrity and intimacy of the Heights neighborhood. Thank you for your time.
