Dear Mr. Moore:
Please accept this letter as the applicant's request for a deferral of the above referenced
applications. This request is so that the applicant and I may have time before the public
hearing to meet with area residents that have addressed concerns and address the
concerns raised by those residents.
The applicant requests a deferral to the next regularly scheduled public hearing date
which is understood to be February 21, 2013.

RE: Proposed Rezoning at Cantrell Heights Shopping Center
Dear
Cantrell Heights shopping center opened in 1976. Cantrell Heights is requesting a change in zoning of
adjacent land to allow for the expansion of Cantrell Heights. Only the front portion of the property is
affected by this request. The back portion is not part of this request and would remain zoned R-2. The
total area of the request is approximately the same size as the existing center. Cantrell Heights has been,
and will continue to be, a good fit in the neighborhood.
The owners of Cantrell Heights have long owned the vacant lot and three houses immediately to the west.
These houses all face Cantrell Road / Highway Ten and are rented. Expansion of Cantrell Heights to the
west would replace these houses that were built when Highway Ten was still a quiet country road with a
use of the property that matches the Pavilion Centre & Pavilion in The Park properties across Highway Ten.
The proposal for rezoning of this property is to allow the center to be expanded, and to provide better
traffic circulation and access for the existing buildings. Such expansion would include additional
restaurant, retail, office and other uses serving the neighborhood. The site is not a "big box" site. The area
of the request matches the existing center and is a similar shallow depth. The trees and valley behind the
center area provide a buffer between the center and residential properties to the north. The required
landscape buffers & building setbacks for expansion of Cantrell Heights will allow for appropriate
screening between any extension of Cantrell Heights and the houses to the west. Surrounding Cantrell
Heights to the north, east and south are office buildings, shopping centers, apartments, condos, the
Racquet Club, and Reservoir Park. All of these uses have co -existed for years. All of these uses find a
natural transition point to parks and residences at the entrance to Reservoir Park.
The area around Cantrell Heights is an established commercial area. Small infill redevelopment such as
this and larger infill projects like Midtowne & Park Avenue on University Ave. encourage neighborhood
shopping rather than promoting sprawl. The request recognizes that since Cantrell Heights was built, the
highway and surrounding properties have changed. Thank you for taking time to read this letter. I am a

COMMISSION ON AN APPLICATION TO REZONE PROPERTY

NOTICE IS HEREBY GIVEN THAT an application has been filed for rezoning of the above property
requesting a change of zone classification from: "R-2" District which permits use of the property as it is used
today for single-family residential houses rented for investment income to "C-3" District which permits use of
the property fpr extension of the adjacent Cantrell Heights shopping center.
If approved, the rezoning will occur only upon the property described above. It will not change the zoning or
permitted uses on neighboring properties.

shopping center. These properties all face Cantrell Road / AR Highwgy HighwayTen & are rented for investment
income. The Cantrell Heights shMing center, home to the successful Taxiki's restaurant and other retail
businesses could se additional parking & room to ex and for additional restaurant and retail businesses. This
gpnlication is to allow that expansion.
A public hearing on said application will be held by the Little Rock Planning Commission in the Board
of Directors Chamber, 2nd Floor, City Hall, 500 W. Markham, Little Rock, Arkansas, on January 10. 2013 at
4.00 p.m. All parties in interest may appear and be heard at said time and place or may notify the Planning
Commission of their views on this matter by letter. All persons interested in this request are invited to call or
visit the Department of Planning and Development, 723 West Markham, 371-4790, and to review the
application and discuss same with the Planning staff.
