Thanks for your approval. Have you thought about our discussion of removing the shutter
hangers on the windows in anticipation of installing exterior storm windows? The contractor is
willing to do that as part of this project at no cost to us. He just needs an email from me
authorizing him to do so. Thanks for your assistance.

I spoke with Stephan on-site yesterday and got a better understanding of the site constraints and the space needed to
conduct maintenance on the units that are to be installed under the rear porch. At this point we don’t see any way
around installing concrete roller tracks to accommodate the weight of the gates so we’ll sign off on these changes also.

I have reviewed the drawings and the email below. This is a correct summary of the phone conversation I had with Tim
Heiple earlier. Given the parameters of the project, this is probably the best solution that can be made with the labor
and budget that we have. I will sign off on this plan if AHPP will sign off on it.

Stephan-
I had a discussion with Brian Minyard and reviewed many of the thoughts expressed
concerning the panels. The attached drawings shows the results of those comments.
Our discussion included:
Making the panels lighter. Because of the need to have no columns between the brick piers
the size of an individual gates of 7'-8' x 5' is as small as we can get. Because this is a secure,
exterior gate the construction of of the gates must be substantial. We are framing them like
the existing panels with the addition of the steel frame for support and rigidity and we are
hesitant to make the gates of any less quality materials.
Supporting the panels:
The idea of lifting panels off of hangers was evaluated and even if we divided the 15' wide
panel into multiple panels a weight of 75+/- lbs was not practical because the normal LR
maintenance crew is typically one person. This also created probably conflicts with columns
between the brick piers.
A hinged gate system, with the weight of the gate totally on the brick pier was discussed, but
the probability of the weight of the gate pulling the anchors out of the old brick piers
eliminated that plan. Also the idea of placing a new column beside the brick pier was
discussed and the ability to pour a footing adjacent to the existing pier without effecting the
pier and retaining a similar look with the gate panels would be difficult. That is why we
3
decided on a system that carries some of the gate panel load on the hinge (as well as
stabilizing the gate panel) and the rest on a roller that support the end of the gate,
especially when the gate is fully open. With the system we have the turnbuckle can be
adjusted to balance the load between the hinge and the roller.
Appearance of the gates.
With the multiple panels and the added column both changing substantially the looks of the
lattice panels the combination hinge and roller support plan was adopted. This system allows
the panels to be very similar to the existing but requires tracks to be poured on the ground to
support the gate panels. We are planning on these tracks to be colored like the soil and to
be poured flush with the ground. We also propose that the edges of the track be poured in
very uneven and even organic manner so that the soil and concrete blend together. We
also suggest that bermuda sod be laid in the area so that the grass encroaches on and
partially covers the track to that it is even more camouflaged. The edges of the track will not
be manicured, in fact it will be treated as a grass area with no other special maintenance.
Please review the design shown as it relates to the explanation of the criteria for the panels
and let us know if this design does not meet the stated criteria. With your help we hope to be
able to release the construction of the panels soon after the mechanical units are installed.
Tim Heiple
Tim and David,
See comments from Brian Discoll of the Arkansas Historic Preservation Program. They have concerns about the
excavation needed between the brick piers, as well as the tracks. I stressed the need to secure from theft and for
easy access. Since AHPP has the conservation easement, we need to get their approval. Your suggestions?

Brian,
Thanks for your response. I have forwarded your reply to our architect, Tim Heiple, and our
engineer, David Yarbrough. What I am hearing from them is: 1) the need to secure the area
from theft or vandalism, and 2) the need to make it so that only one person is needed to gain
access to the air handlers for maintenance. I will let you know their comments.

As you have mentioned before, the whole area around the armory is an archeological site. I think one concern is that, in
excavating 16” deep between the brick piers, there’s a good chance of uncovering artifacts. The same is probably true
for the roller tracks. The curved, concrete roller track will also be a visual intrusion. Honestly, I can’t help but think that,
although the panels are well designed, they are overdesigned. If the lattice panels were made more lightweight, so that
they could be removed and moved by one person, the need for the casters and the concrete tracks could be eliminated.
We’re talking about two 5’ X 7’ panels. Could they be hung on some type of bar so that they could be lifted off? Do they
have to be made secure so that access (theft or vandalism)is restricted? I think we would like to explore the option of
making the panels lighter and doing away with the concrete.

I saw Stephan McAteer Sunday at the tree planting and he asked me about the gates for the AC. What is your opinion on
this?

Just to clarify, I am fine with the swinging doors. I don’t think they will look that much different than the lattice that is
there.
What I do have an issue with is the concrete tracks.

I am a visual person, so I thought it might help to provide pics of the area we are discussing. The
first pic shows the section where we would like to install the gates to allow access to the air
handlers. They would meet in the middle, where the trim piece is, and would be of the same lattice
so as to blend in with the existing sections on either side. FYI, the gas meters on the left section
will go away with our new HVAC system since it is all electric. Let me know if you have any
questions.

The museum hires our own landscaper to perform lawn maintenance around the museum
property, which would include that area. They come weekly and provide excellent service. The
lattice and lathe would be the same as used now. Doors are needed to provide access to the
air handlers for periodic servicing.

If the spacing of the lattice and sizes of the lathe are historically compatible, I am fine with swinging doors. I am not fine
with the concrete tracks. Is the parks dept. actually going to weed eat around these so they will be functional over time?
If we have to have them, can we not do them in brick?

Brian,
Please review attached drawings for the access panels. Is this significant enough that I need to get local and state

Please see attached drawings of the revised gates for access to the under porch mechanical equipment. Please
review and MB please check for construction comments and any changes in costing from original design. We
are looking at holding our next construction meeting on February 26th. Please let me know if that works for
