As per previous discussions with Mr. Chuck Givens a permit is not required for this project. Mr. Givens is out of the
office this week so he cannot reconfirm at the moment. I am sending him this email and if he has any questions he will
contact you directly.

Subject: Arkansas Three Towers Building Permit
Good Morning Curtis,
We have met last year and discussed the rehabilitation work of the Cumberland, Parris and Powell Towers. I wanted to
follow up with you one more time regarding whether a building permit is required. You have mentioned that a building
permit for this work will not be required because the towers are owned by the Housing Authority of Little Rock. For the
rehabilitation, and management for five years thereafter, the ownership of the towers will be transferred to the LLC
Gorman has created (Little Rock Towers, LLC) and to Gorman and Company’s investor partners who will be 99.985
owners. After the tax credit compliance period, the housing authority has the right of first refusal to re-purchase the
towers if the Investor looks to sell the properties. I just wanted to make sure that this constellation still will not require a
building permit review. Please let me know if we have to submit the construction documents to you. We are close to
having the CDs completed and could submit any time. If we have to submit, please also let me know how many copies
you will need from us. Also, please email me the permit application form, if required.
