Subject: RE: Cumberland and Parris Tower Historic Review
Dear Brian,
I apologize for the delay of the submittal for the Certificate of Compliance for the Cumberland Towers. This tower has
received historic designation and it through off our timeline. I have included a cover sheet as well as documentation of
the exterior improvements that we are suggesting for the Cumberland Towers. The sliding doors in the dwelling units
will be replaced with a product that is almost identical to the existing one, but with better energy performance. The cut
sheets and performance information is included in the set of drawings. I also included information for the deck rails that
we would like to replace, so that they are up to code and safe. Regarding the building entries, they will remain as they
are and no further exterior improvements to the building will be made. The site plan shows the additional sidewalk,
linking the accessible parking stalls to an accessible route.
Please let me know if you need any additional information.
Thank you,
Ercan Eldem AIA

The contact person for Parris Towers is Boyd Maher. I am copying him on this email. Is requirements are similar, but he
can let you know exactly what you need to submit.
For Cumberland towers:
On the doors and railing, we will need before photos and cut sheets for the replacements. On the trash enclosure, we
will need before photos and proposed changes. This sounds like a new sidewalk to accessible parking stalls? If so, note
that on the site plan.
Any exterior changes to the elevations, doors, railings, and any other changes need to be noted on the
elevations. Please include existing and proposed site plan with changes. I will need elevations of the new trash
enclosure also.
What happened to the proposed door changes to the north side? Or was that Parris? If this is proposed, please include
on elevations and site plan if needed.
When you apply with the appropriate drawings and submittals, I can determine if this is a staff level approval or needs
to have a public hearing. Our calendar and application is online here. https://www.littlerock.gov/for-
businesses/planning-and-development/boards-commissions/
One thing that many people forget is the cover letter. It is stated as required in the application form.
If I can be of further assistance, please email me back.

Subject: Cumberland and Parris Tower Historic Review
Dear Brian,
We met back in September to discuss the rehabilitation work for the Cumberland, Parris and Powell towers. The
Cumberland Tower is in the MacArthur Historic District and I think you mentioned that you could review the
3
Cumberland Tower for us. In this tower we are replacing the unit sliding glass doors with new energy efficient doors that
will have the same color and appearance. We are also replacing the deck rails because the picket spacing is too large and
the guard rails are unsafe. We are planning to replace the rails with ones that are similar in character but with up-to-
date picket spacing.
What plans do you need from us for a pre-review? Would the existing site plan, the proposed site plan and the
elevations be sufficient? For final review we can also provide you with cut sheets and information for the windows, the
guard rails and a possible new trash enclosure. For the site we are proposing a new accessible route to the accessible
parking stalls. The stalls currently provided are not on an accessible route.
Also, the Parris Tower is in the Governor’s Mansion District. Can you please provide me with the contact information of
the reviewer for that tower?
Please let me know if you have any questions.
Thank you for your help.
