HomeMy WebLinkAboutOrdinance 18837ORDINANCE NO. 1811837 AN ORDINANCE TO AMEND THE CITY LAND USE PLAN (16,222) IN THE I-30, EAST LITTLE ROCK AND PORT PLANNING DISTRICT, EAST OF .I-30 AND NORTH OF 1-440, FROM VARIOUS USES TO PARK/OPEN SPACE, MIXED USE URBAN, PUBLIC INSTITUTIONAL, LIGHT INDUSTRIAL, LOW DENSITY RESIDENTIAL, COMMERCIAL AND SERVICE TRADES DISTRICT; AND FOR OTHER PURPOSES. WHEREAS, the City Planning undertook a study of the land use and transportation needs for the area East of I-30 and. North of 1-440, and; WHEREAS, the Little Rock Planning Commission after review of the land use proposals at a public hearing has recommended charges to the Plan. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The area, along the Arkansas River East of I-30 to the North of the Fourche is to be Park/Open Space, changing from Park/Open Space, Public Institutional, Commercial and Industrial. SECTION 2. The area South of the Park/Open Space from 1-30 to Bond, South to Capitol Avenue, East to rai [road spur line, South to 71h Street, East to spur line, South to l 0th Street, East to Welch and 12`' Street to 1-30 is to be Mixed Use Urban, changing from. Mixed Use Urban, Commercial, Industrial, Public Institutional, Low Density Residential and Single Family, SECTION 3. The area West of Bender to railroad line from Capitol Avenue South to approximately 9'h Street is to be Commercial, changing from Commercial, Multifamily and Industrial. SECTION 4. The area East of the Mixed Use Urban and Commercial areas (in Sections 2 and 3) to Townsend and. South of the Park/Open Space to 12th Street is to be Low Density Residential, changing from Single Family, Public Institutional, Multifamily, Industrial and Commercial. SECTION 5. The area Southeast of Capitol Avenue and Reichardt shall remain Park/Open Space and the area North of 6th Street for Carver Magnet School and at Calhoun and 9th Street for Carver School shall remain Public Institutional. SECTION 6. The area East of .I-30 South of the Mixed Use Urban (in Section 2) to the Public Use, South of l7th Street and West to rail spur line (except for Park/Open Space area at 12th and Shall) is to be Low Density Residential, changing from Single Family, Multifamily, Industrial and Public Institutional, SECTION 7. The area East of 1-30 to alley West of McAlm.ont, North of 24`' Street is changed from Single Family to Public Institutional. SECTION 8. The area East of I-30 and South of 24th Street is changed from Single Family to Commercial. SECTION 9. The area East of I-30 to Confederate Blvd., South of Roosevelt Road is to be Service Trades District, changing from Light Industrial, Commercial, Mixed Use, Public Institutional and Industrial. SECTION 10. The area Southwest of the Confederate Blvd. Roosevelt Road intersection is changed to Commercial from Mixed Use. SECTION 11. The area East of Confederate Blvd. to Bond, South of 22"d Street is changed from Industrial, Public Institutional and Commercial to Light Industrial.. SECTION 12. The area East of Bond to the airport taxiways, South of 12th is changed from Industrial to Light Industrial. SECTION 13. The area South of Roosevelt Road between Frazier Pike and Airport Drive is changed from Mixed Commercial Industrial to Commercial. SECTION 14. The area North of Roosevelt Road, East of Factoria to the taxiway is changed from Industrial to .Light Industrial. SECTION 15. The area of the airport taxiways, runways, terminal, control tower, waste treatment plant and the area between Townsend and Corning Avenue from Capitol Avenue to 10th Street is to be shown as Public Institutional changing from Public Institutional, Single Family, Park/Open Space and .Industrial. SECTION 15. The area South of 10th Street between the taxiways is changed to Light Industrial from Industrial. SECTION 17. The area East of Fourche Dam Pike/Kellett is to the Light Industrial changing from Industrial, Single Family and Park/Open Space. SECTION 18. Four residential areas: Security/Boyce area; West of airport, North of IP Street toward to Calhoun area; North of airport, Corning Avenue to Carson area; and .East of airport, Roosevelt Road and Fourche Dam Pike area are all to have a special designation of ultimate Light Industrial but change should only be made at the block level and lot level.
