Markham St. Little Rock, AR 72201 RE: Crystal Valley Lateral Mr. Malone, Please find attached the application, exhibit and filing fee for the Master Street Plan amendment for Crystal Valley Road. DODA Construction LLC, the developer of The Village at Bella Tierra would like to request a revision to the MSP along the west side of their property. The MSP currently has Crystal Valley Road extending south across Baseline Road and connecting to Alexander Road at the intersection with Stagecoach Road. The construction of Crystal Valley along this route would require crossing Fourche Creek which is a huge financial burden to the City. There is currently a bridge on Stagecoach Road just east of the intersection with Alexander Road. The additional bridge for Crystal Valley would be just upstream and redundant from a traffic pattern standpoint. The route also requires Crystal Valley Road to cross into the northwest corner of Saline County which eliminates the ability for Little Rock to require developer funding of this section. This route also runs along the east side of Forest Hills cemetery. This route creates additional problems with right-of-way acquisition due to the location of existing graves. For the three reasons stated above, the developer believes that amending the MSP to eliminate this section of arterial street between Baseline Road and Stagecoach Road is appropriate.
