Jessie Jones our Division Head/Engineer for our Transportation Planning and Policy Division. From her email below, it appears Metroplan has apparently been looking at making some changes to Hwy. 111. Subject: RE: MSP16-01 4th Street (Alexander Road) It appears 3rd St. (Hwy. 111) is a minor arterial according to the 2014 Functional Classification Map. I tried to call you to verify what they want us to review. To change functional classification designation on the Federal -aid system, the City needs to coordinate with Metroplan. The MPO has to approve the change before we can submit a request to FHWA. As far as future plans, the Department doesn't have any plans for Hwy. 111. However, Metroplan has expressed an interest to realign Hwy. 111 (see attached RAN _zoom PDF file) and build a grade separation and then to make 4th Street a straight connection between Alexander Road and Hwy. 111. It seems Highway 111 could be a good candidate for routes to be removed from the State Highway System. The applicant proposes a new subdivision south of 4th St. in Alexander, Arkansas. I am being told by Walter Malone that the 4th St. ROW is within the city limits of CLR. The request is to move the proposed minor arterial street designation on the Master Street Plan from 4th St. to 3rd St. just to the north where Hwy 111 is located today. The change of 4th St from a minor arterial street to a residential street on the Master Street Plan would be the difference of 40 ft of right-of-way width and a street width difference of 33 ft at full street build out. I know Hwy 111 southwest of Alexander is very curvy. Does AHTD desire to reroute Hwy 111 in the future within the existing or future 411 St. right-of-way.
