PROPOSAL/REQUEST: Master Street Plan amendment in the Otter Creek Planning District, 4th Street on Alexander Road, to amend a Minor Arterial to a Local Street. represents services Tell the use specified on the application. CURRENT MASTER STREET PLAN: 4th Street is shown as a Minor Arterial on the plan. The existing part of 4th Street is built to arterial standards with a 48 feet width. Minor Arterials has the 80 feet of right of way. There are no plans for widening of that street. A Minor Arterial provides connections to and through an urban area and their primary function is to provide short distance travel within the urbanized area. Entrances and exits should be limited to minimize negative effects of traffic and pedestrians on 4th Street since it is a Minor Arterial. These streets may require dedication of right-of-way and may require street improvements for entrances and exits to the site. A Local Street provides access to adjacent property. The movement of traffic is a secondary purpose. Residential street use by heavy trucks and busses should be minimized. The Local Street generally has a right-of-way of 50 feet. In suburban location with larger acreage single family tracts, Local Streets may be designed with paved shoulders and open space drainage. In the case of short residential streets, a lesser standard is allowed. FUTURE LAND USE PLAN: With the length of 750 LF, 4th Street is the southernmost edge of Alexander Road as a divider between Saline County and Pulaski County. The north and northwest of 4th Street is Town of Alexander and it is a built up area. Southeast of 4th Street is shown as Residential Low Density. It is an un -built area, and mostly woodland. HISTORIC DISTRICTS: There are no historic districts that would be effected by this amendment. CITY RECOGNIZED NEIGHBORHOOD ACTION PLAN: There aren't any neighborhood plan in the area. ANALYSIS: This amendment is in an undeveloped portion of the city on the southwest edge of Pulaski County boundary and adjacent to Saline County in town of Alexander. Recent developments in area? NEIGHBORHOOD COMMENTS: Notices were sent to the following neighborhood associations: Alexander Road Neighborhood and Southwest Little Rock United for Progress. Staff has received comments from area residents. are in support, are opposed to the change and were neutral. Neighborhood Association, which covers this site, is to the change. STAFF RECOMMENDATIONS: Staff believes the change is appropriate/inappropriate. Summarize reasons.
