Walter, thanks for the email and your considerable attention to this issue. A "sit down" would help me understand
options. If a statutory change is necessary, I am willing to seek an amendment that will allow planners some discretion in
rare cases, like this one. I will review Act 1002 of 2015 before we meet. When is it convenient for you to meet?.

We are not sure that a Master Street Plan Amendment by itself will achieve your end goal. A Master Street Plan
Amendment does not address how others that impact the corridor (right-of-way and along the right-of-way) — utilities,
private property owners, etc. might make changes in the area. (With Act 1002 of 2015 the City has reduced options
available to it to address your concerns.) However Staff is willing to proceed with a Master Street Plan Amendment,
noting that Staff can only support a reduction to a two -travel lane with shoulders in a reduced right-of-way section. If
you want some other section, you will have to tell us what that section would be. There would be a notification of
adjacent property owners, which you as the requester would be required to fulfil. Please let me know if you wish to
proceed and with exactly what the amendment would be to the Master Street Plan.
It might be beneficial to sit down and talk this out if you wish to proceed, if so please let me know when and where you
would like to meet.

Walter, thanks for the report. The stretch of Kanis from Walnut grove Rd. and Iron Horse is so unique that my goal is to
preserve it in its present state. I suspect this aim is not consistent with traditional road development, but the aesthetic
value of this special segment deserves a rare exception. For anyone who has had the pleasure of driving through the
tunnel of green in the summer or the tunnel of color in the Fall or to be delighted by the canopy of dogwood blossoms in
the Spring or enjoy the beauty of the bare hardwoods in the Winter, the current plan is alarming. Future generations
would be deprived of a rare experience. To destroy this opportunity because of some uniform road design would be
tragic. We are only talking sbout a stretch of road less than two miles. Deltic Timber Corporation recognized the
aesthetic value of Fletcher's Hollow in the attached deed, which creates a 100 foot buffer with restrictions against
cutting "any trees, plants or other vegetative growth". This attempt at preservation would be defeated by the current
plan. I urge creativity to "Save Fletcher's Hollow". Envision a sign on each end recognizing "Fletcher's Hollow, preserved
for posterity by the LR City planners for its unique beauty" — a show case for Arkansas The Natural State. We just might
win an award for this accomplishment. Any chance???

Staff has met to discuss your request to have an alternate design standard for Kanis Road, east of Walnut Grove to Iron
Horse (approximately). The current design standard is two travel lanes and two shoulders. Staff is of the option that
two 11 -foot travel lanes and with two 6 -foot shoulders are desirable from a public safety standpoint. After discussion a
reduction in right-of-way from 90 feet to something less - either 80 or 70 feet might be possible. Were you thinking of a
standard different that this? If so, please let me know what standard you had in mind and we can discuss the process
from here to process with a different standard if you wish to proceed in that direction.
