HomeMy WebLinkAboutbike friendly agenda and notesBike Friendly Community Committee Meeting Agenda Agenda for Wednesday, January 8, 2014 Meeting 11:30 a.m. — 12:45 p.m. Board Meeting 12:45 p.m. — 1:00 p.m. Public Input Session 1.Welcome: 28 in attendance, 5 board members present out of 7 attended December 11th Meeting - 5 board members present 2. State of the City Bike Projects: Jon Honeywell, Public Works: • Closing the loop Currently working on both termini. Negotiating for right of way on EAST side. Looking for additional funding to complete West end. Approved by Metroplan technical committee approved, now needs board approval. Both ends should be under construction within 2014 ■ Pinnacle Valley Connection to Taylor Loop — New Connection to Chenal via LaMarche Still under discussion. Designing LaMarche to dead end into Chenal. Bike lanes on LaMarche and Taylor Loop are being looked at. Will go to Taylor Loop connection. Proposed to be completed by 2015. Pinnacle valley widening — 50-60% with 100% to be complete by May & June for design. Community Meetings in the Spring with neighborhood associations. 2015 project most likely • Broadway bridge reroute Still undecided due to AHTD bid process • Louisiana Resurfacing Currently there are utility projects about to proceed. The city will not repave until those have been completed. The contractor technically has until this summer to complete repaving. • Wright Avenue Resurfacing Unknown to Jon. Will speak with Jeremy about it in more detail • 17`h Street Bond Project New Road for overlay. Will discuss with Jeremy for ideas. Will be street reconstruction not just overlay ■ Asher Avenue — Bond Project Under design. Construction will be mid 2015. Complete road reconstruction • Overlook Drive — Sales tax project 2014 overlay and drainage issue. Will look to complete work on drainage issue first. Plan is to include bicycle infrastructure. Most likely a bike lane uphill and sharrows downhill due to road width. The city will continue attempts to look at fixing rail crossing at the bottom of overlook drive. Suggestion that some indicator be installed alerts riders that they should not ride the bike lane (on the wrong side) downhill. • 36`h Street and Shackelford — Sales Tax Under design. Public meetings next Thursday West Center Alert Center 4200 Barrow road 5:30pm. Public meetings will be on City Website, newspaper, door hanger, neighborhood meeting • Barrow Rd Streetscape — Bond project 15% complete for conceptual for drawings. Barrow from colonel glen to I-630 3. Complete Streets Committee Update plus Bike Master Plan Change Updates: Jeremy Lewno, Bike/Ped Coordinator: Brian — meeting once per month. Could have a few more people on the committee. Looking at standards, questions, possible exemptions. First draft for community should be available in March. Checklist designed that can be used with all city projects, has been finalized. TED Talk from Oklahoma City with their Mayor promoting a health challenge Discussion about how roads should be paid for and why LR follows the method that it does. Mayor discussed the concept of development impact fee for streets. Board wants to see the complete streets proposal in June. Must not become a bicycle focused issue. City funded projects currently do use the Complete Streets Checklist currently. 4. Traffic + Engineering: Nat Banihatti BIKE MASTER PLANDISCUSSION 0 Two Issues with Changes to Bike Master Plan: 1. Scott Street 2. Markham (Kavanaugh to Hooper) City recommended Center St. as an alternative to alleviate traffic and install a North heading bike lane "Motion Made: remove Scott Street from the Master Bike Plan : Amendment made to add Center St in its place with complete bike lane- Motion approved 3`d street — The proposed additions to the bike master plan for 3`d street would stay on for adoption of the new Bike Master Plan, The LR Traffic engineers would further study the route. Ed Levy commented that the BFCC had been looking at this since the BFCC was first formed and discussion about reducing the lanes of traffic on 3`d had gone back even before that. We started off by talking about the traffic counts on the road and how between War Memorial and Pine street it drops from 21000 to 13000 and only goes up to 1400 east of the railroad tracks. There were no numbers for daily traffic counts on Kavanaugh, but Mason proposed that a large percentage of the Kavanaugh traffic was turning onto Woodrow to access I-630 rather than continuing on west on Markham. Bill Henry noted that we couldn't draw that conclusion just from looking at the numbers but that it was possible and a study needed to be conducted to see how many cars were actually going from Kavanaugh to Woodrow vs Markham. Bill Henry suggested looking at Capitol Ave and 7`h street as an alternative because it had much less traffic. But Mason pointed out that Capitol did not connect directly to downtown and that cyclists are already using 3`d street and would probably not make the switch. Everyone agreed it needed to be investigated further and agreed to work with Jeremy. 5. Trails Update: Jon Light Not Present 6. Presented on the Southwest Trail with Judge Villines, 9. CATA Report - Matthew Long Introduce CA TA's executive director, Jarod Varner. Report on CA TA Working with Metroplan to get real time info and wifi on all buses. Will look to conduct an annual service improvement process. Revamping customer code of conduct to improve customer comfort ability while riding CAT. 10. New Business Judy — need to get list of recommendation from the League of American Bicyclists on our honorable mention 11.
