I believe that taking any parking or lanes available for motorized traffic from 7th Street will cause great traffic concerns for the downtown area. I also feel like this Class II Bike Lane will be used very sparingly by bicyclists, which will further aggravate already annoyed motorists. I work near the State Capitol, and I traverse the city downtown streets every morning on my morning commute. In particular, I use 7th Street every day during the morning rush hour and sometimes during the evening rush hour. I also use 7th Street nearly every weekday, at various times during the day, to drive back and forth from work to various locations downtown. I have worked at my job for 14 years, driving this same route nearly the entire time. During the morning and afternoon commute, thousands of State employees use 7th Street to get to the State Capitol, Big Mac, Justice Building, Revenue Office, or other buildings in the vicinity. The thousands of employees, patients, and visitors of Arkansas Children's Hospital also use 7th Street frequently to get to and from the hospital. Hundreds of parents use 7th Street to get to and from Martin Luther King, Jr. Elementary School. Still other use it to get to Martin Luther King Boulevard to access Central High School and other points south. It is a major feeder street, allowing traffic to get to and fro. Making it any narrower would�g eatly diminish 7th Street's abilily to actually serve the traffic needs. I feel strongly that if a Class II Bike Lane is placed on 7th Street, the morning and afternoon commutes for these many thousand employees, patients, students, visitors, and travelers will be greatly impeded. It will lead to longer commute times, potentially more accidents, and many unhappy motorists. All this for the very small number of bicyclists who might choose to use this bike lane. I believe that there should be another street chosen for this bike lane. Alternatively, I believe that the bicyclists should simply share the road with these many thousands of motorists who already cram 7th Street on a daily basis, through a Class III Bike Route designation. Please submit my comments to the City of Little Rock Planning Commission, as I will be unable to attend the July 24, 2014 meeting. Stephens, IPZMO05 Chairman Emeritus in Perpehdty Stephens Inc at this time is opposed to a portion of the Downtown Bike Plan. That portion of the Center Street and Louisiana Street north of Third Street is our primary objection. With a class II route proposed we would need to know if street parking or the number of lanes would be reduced. If so which side of the street would be impacted? And when would this all happen? Even though the plan does not show any bike route down Markham they have to go somewhere. Having the Marriot Hotel and Capital Hotel using Markham as the primary street for arriving and departing guests along with a number of taxicabs this area is congestion already. Along with the trolley running down Markham and Second Street causing some traffic problems the addition of bike lanes would only make matters worse. As for Louisiana Street it is two way from Markham to Fourth Street. The area from Markham to Second Street has the Stephens Building Parking Garage empting out onto Louisiana. The Capital Hotel valet brings cars around to the front of the hotel on Louisiana making a not so desirable bike route. Also, the section of Louisiana from Second Street to Third Street you have the eStem School with it traffic of dropping off and pick up students. These are few of the reasons that Stephens Inc cannot support the entire proposed bike route at this time. If we could get some answer to our questions and a better understanding of how our concerns will be met, them it is possible that we could support the entire Downtown Bike Plan. Stephens Inc has no objections to the bike route that runs south of Third Street along Center and Louisiana Streets. We want to pass on our thoughts on how we would be highly impacted by the bike lanes proposed for this section of the street. The parking in this area is EXTREMELY scarce except for using parking decks ($75/monthl) or getting lucky and getting a monthly parking space on ground level for even more rent. Centerpoint and other local businesses have long term leases on most of the spaces around our building, so spaces available for the tenants of our property are extremely hard to get. This has impacted our ability to lease office space on the ground floor of the bldg. If bike lanes remove some of the metered parking out front of our building, this will further impact our property's ability to attract and keep tenants. Please note our need to keep the metered parking available for our tenants and their customers between 7th and 6th Street on Center St. Another note of interest—the sidewalks in this area are not heavily used and are quite wide —therefore any bike use could easily accommodate walking traffic and bike traffic through this section of Center Street. We sincerely hope that our section of Center does NOT lose its metered parking or if the route is approved, that part of the sidewalk is removed to make the bike path!! Thank you! Jill R. I received a letter today concerning bike lanes down Chester Street. do not want bike lanes. Let Chester Street stay as it is. What the city needs to do is spend the tax payer's money on more weighter matters such as razing the two eyesore houses a block down the street from me. It needs to raze several houses a block in back of me.(Pulaski, Martin Luther King,Ringo Streets). That neighborhood looks like a GHETTO!!!!!!!! Several years ago, a newsreporter named Lee Goines was across the street from Dunbar Middle school elaborating on a sidewalk that the city had laid on Ringo street. I wished I had taked him just a block over to that terrible looking neighborhood. Please to something WORTHWHILE that will really impact people's lives instead a something whimpy like bike lanes. We need more in the BLACK neighboorhoods than bike lanes.!!!!!!! This system speaks with a forked tougue. On one end the city will give a citation for a not running car in our backyard,EYESORE,RIGHT? Well so are the RAGGETY,houses that need to be torn down!!!!!!! I have been out in West Little Rock, and those trucks will dirve around looking for debris to pick up. In my neighborhood, I have to call and call the city to come pick up my debris, and when they do they still leave some on the sidewalk. It has been yard debris on the sidewalks down 19th and chester for weeks. We pay taxes, and work hard just like the folks out in the rich neighborhoods. Its not fair that we are neglected just because we are not rich!!!! Please do things that REALLY matter. Take care of more SERIOUS matters first!!! So there are not any designs or money to implement anything at this time. Most likely due to the physical constraints along Coleman Creek, Sharrows (similar to what you can see on Kavanaugh) would be painted on some of the streets west of Coleman Creek from UALR to 1-630.
