City of Little Rock Complete Streets Checklist
The City of Little Rock will endeavor to plan for, design and construct all new City
transportation improvement projects to provide appropriate accommodations for
pedestrians, bicyclists, transit riders and persons of all abilities; while at the same time
designing projects that promote safe, economical operation for all users.
Complete Streets may be achieved through single projects or incrementally through a
series of smaller improvements or maintenance activities over time.
The checklist was developed to ensure City of Little Rock projects meet these goals and
help to sort through potentially conflicting modal priorities.

Exceptions
In the following unusual or extraordinary circumstances, Complete Streets principles will
not apply: 1) accommodation is not necessary on corridors where non -motorized use is
prohibited; 2) cost of accommodation is excessively disproportionate to the need or
probable use; 3) a documented absence of current or future need; 4) accommodation is
not practical due to severe topological constraints.
