Install crosswalk button so that pedestrians are not stranded. If construction is only on one side of street, install island half of the total width instead of no island. • Sidewalks shall be 5' wide located at property line, not at back of curb. • Radiuses at coroners should be reduced or provide islands in corners. Minor Arterials: • Make design standards to reflect "minor arterial 4 lane with bike lane". • Require median islands to be installed at intersections for pedestrian stops midpoint across street. Collectors: Enforce "Standard Collector with Bike or parking lane' as shown on page 17. No parking zones at intersections of streets. • Sidewalks on both sides of street. ■ Radiuses at coroners should be reduced or provide islands in corners. Local: Install sidewalks entering and exiting development so that approximately 1/3 of the main road into the subdivision has sidewalks on it. Stop giving variances for no sidewalks. If there is an "alternate" pedestrian circulation system, it must be connected to streets and be part of a larger trail system. Push for connectivity of subdivisions with neighboring subdivisions, not just emergency exits. Radiuses at coroners should be reduced. BIKE PLAN: Complete Streets discuss Class II and III bike paths, not separate facilities as in Class I. But Class I facilities are much safer along Principal and Minor Arterials where the predominance of Class I bike route are. Those may need to be located parallel to, but not in the right of way, etc. maybe utilizing stormwater easements or drainage easements. See Sec 31-176 Q). 25' vehicular access easements. MASS TRANSIT: Large scale developments on mass transit routes should be required to install bus pickup lanes on streets. Page 1 of 2 SUBDIVISION: Definitions: Street, minor residential: Does this conflict with connectivity? And isn't the fire code 30 lots where this is 35 lots? Sec 31-171 (5) Provisions to access to adjacent unplatted property. Need to start enforcing this. Sec 31-174 (c) Crosswalks in blocks 900 feet or more. Really through block pedestrian access. Sec 31-175 (2) internalized pedestrian circulation systems need to connect to something. They might need a sidewalk along a street to connect two together. Why do we not require sidewalks in industrial areas? Do we not have bus service there? I bet some workers ride the bus to work. BOUNDARY STREET ORDINANCE: Sec 30-48: sidewalks need to be 5' min.
