Good afternoon —
Attached is the final checklist for complete streets. I took some of the suggested
changes and incorporated them where we could (thank you for the suggestions). This
checklist will be used for City funded projects and staff will review each project and
complete the checklist accordingly to make sure we are looking carefully at each project
to accommodate all modes of transportation.
would like to schedule the next Complete Streets meeting for Monday, January 6th at
3:00. The meeting will be at City Hall in the Human Resources Training Room (second
floor of the west wing of the building). I hope you will join us.
We have talked in the past about the purpose of the policy and I think it is safe to
assume that we want to accommodate all users when we are discussing the design,
reconstruction or construction of a street. This would include pedestrians, cyclists,
public transit, motor vehicles, freight (where necessary), older adults, children, people
with disabilities and others who use the street. Based on this assumption, I would like
to try and answer the following questions at the next meeting:
1. Which type of projects will the City's policy apply to; new construction,
reconstruction, resurfacing, maintenance, etc.?
2. What exceptions, if any should be included in the City's policy?
3. Will the policy apply to private development and subdivisions?
4. How do we use the Complete Streets Policy to create a comprehensive,
integrated and connected network for all users?

City of Little Rock Complete Streets Checklist
The City of Little Rock will endeavor to plan for, design and construct all new City
transportation improvement projects to provide appropriate accommodations for
pedestrians, bicyclists, transit riders and persons of all abilities; while at the same time
designing projects that promote safe, economical operation for all users.
Complete Streets may be achieved through single projects or incrementally through a
series of smaller improvements or maintenance activities over time.
The checklist was developed to ensure City of Little Rock projects meet these goals and
help to sort through potentially conflicting modal priorities.

Exceptions
In the following unusual or extraordinary circumstances, Complete Streets principles will
not apply: 1) accommodation is not necessary on corridors where non -motorized use is
prohibited; 2) cost of accommodation is excessively disproportionate to the need or
probable use; 3) a documented absence of current or future need; 4) accommodation is
not practical due to severe topological constraints.
