The Complete Streets Policy will go before the LR Planning Commission this Thursday, at 4 pm, at City
Hall. If the Planning Commission votes to approve the Complete Streets Policy, it will go before the Little
Rock Board of Directors in mid-July, where it will be voted on and passed into law. Read our letter below
to find out about the benefits of complete streets and how you can help influence this proposal. Please
share it with anyone who wants a more livable Little Rock!
Dear Little Rock Community Member:
There is a proposal to adopt a Complete Streets Ordinance in Little Rock. The goal of Complete Streets is to make streets
safe and accessible to all forms of transportation, not just cars; but also, Walkers, Cyclists, Handicapped Persons and
Public Transportation.
Bicycle Advocacy of Central Arkansas (BACA) is asking for your help to get the Complete Streets Master Plan approved.
This is not just an issue for cyclists, but an issue for all Little Rock community members, because the potential benefits of
a Complete Streets policy can be far reaching! These benefits include...
Increased pedestrian traffic for local businesses: People are more likely to shop local when they can access
neighborhoods easily without a car. This not only helps local business owners, but also helps create jobs and increase
local tax revenues and keep funds in Little Rock.
Reduced air pollution: When people have alternate modes of transportation, they are likely to reduce their driving and
therefore reduce emissions.
Cleaner Water: Stormwater runoff from impervious surfaces pollutes local watersheds, making it more difficult and
expensive to clean local drinking water. Adopting a policy to promote alternate modes of transportation can contribute to
decreased demand to build additional roadway surface area.
Health Benefits: In addition to healthier air and water, cities with low automobile travel tend to be healthier communities.
Lower Poverty Rates: When people can access jobs without a car, unemployment and poverty rates can be reduced.
Having a strong local economic community associated with this policy also helps create jobs.
Lower Crime Rates: When communities have a high volume of non -motorized travel, they can become safer as more
people are on the street, everything happening on the street becomes more visible and deters crime.
Safer Communities: Studies in other communities which have implemented Complete Street designs have shown a
significant reduction, up to 30%, in both vehicular and pedestrian crashes. This is a direct result of less aggressive driving,
safer left turns and safer crossings for pedestrians along these streets.
Increased Real Estate values: Cities with high (non -motorized) accessibility to amenities, clean air & water, safe
communities and high local economic activity tend to be more desirable places to live and have higher valued real estate.
And complete Streets is supported by the National Association of Realtors.
