As for amendments, I suggest modifying Sec. 5(5) of the ordinance to include adverse safety impacts (right
now, it only addresses adverse environmental impacts). The city should order an engineering study, perhaps
conducted under the supervision of the fire department or MEMS, that examines EMS response time impacts of
complete streets *in addition* to the impacts on pedestrian and cyclist safety that Randal mentioned in his email
I forwarded. This does a couple things: first, it would provide some quantitative estimates as to the safety
impacts on both all residents (in terms of EMS response times) and complete streets beneficiaries (in terms of
pedestrian and cyclist safety).

Bunte found that for every pedestrian life saved through traffic calming, 37 would die from sudden cardiac
arrest if EMS response times were reduced by 30 seconds due to traffic calming.
