I sincerely appreciate both your cooperation and willingness to guide me to a better understanding of the proposed policy and the discussions that were had for over a year before I became aware of this subject. There are a number of "stakeholders" who were either under represented or unrepresented in the conversations which resulted in the presentation of the policy to the Planning Commission back in June a basicly as a non -controversial matter. Since then I've had numerous conversations and meetings with property owners, developers, realtors, lawyers , engineers and others. Some have expressed ignorance of both the process and the subject matter; many have raised questions not so much about the language of the policy but almost always about its broader implications and how the policy as embodied in the ordinance may be interpreted by future City Boards, Planning Commissions and Administrators. The areas of greatest concern have been the implications for future application of the Boundary Street Ordinance, conflicts involving construction of MSP improvements and the City's franchise agreements with various utilities and evolution of street classifications and whether the language of the current proposed ordinance is susceptible of multiple interpretations over time. Admittedly, I do not fully appreciate some if these concerns but have taken it upon myself to better identify these concerns in the absence of any continuing discussion at the City level. I say this not as a criticism but only as an observation since I do not know if these concerns were simply never before raised, or were raised and dropped for one reason or another. Unfortunately, this has occurred over the summer and coordinating schedules has been difficult. I have discussed these concerns with a number of Directors and while I would never speak for any of them, I do believe there is a growing appreciation for what are either shortcomings or deficits in the policy as presently stated. That said, you've been most patient and I'll make every effort to get you a more detailed statement in early September. Many thanks for your patience and guidance. If you recall, we met on July 9 about the complete streets process and the ordinance that the Planning Commission recommended approval of. At the July 9 meeting, you indicated that you need to review the information further and that you would provide us comments in writing. In our subsequent phone calls, you said that you would be giving us a report outlining your concerns and issues with the complete streets ordinance. The Planning Commission acted on the ordinance at the June 12 hearing and an item is usually placed on a Board of Directors agenda for action about the thirty days after the Planning Commission. At this time, the ordinance has not been placed on a Board agenda to allow you submit your report and to give us time to review the comments.
