Dear Director Hendrix:
During a review, Staff determined that with changes made in the east Little Rock area,
the functional nature of 6th Street had changed. With the connection recently made to 91h
Street, the major traffic movement from the east to the freeway and points west is
primarily along 91h Street. 6th Street now functions to serve trips generated along and
adjacent to 6th Street, taking them either to 9th Street or the freeway rather than serving
through traffic.
Because of this change in how the street system is working, Staff believes the segment of
6th Street from Bond to 9th Street should be designated as a Collector rather than a Minor
Arterial. The result from the adjacent property owner perspective is that rather than 70 -
feet of right-of-way, the City would only want 60 -feet of right-of-way. And rather than
working to achieve a four -lane section of roadway, the City would be satisfied with a
three -lane. (Though additional could be needed for larger developments or at major
intersections).
A public hearing has been scheduled for 4 PM Thursday December 12, 2013 to discuss
this amendment to the Master Street Plan. This meeting will be at City Hall (500 West
Markham) in the Board Chambers (2°a floor) before the Little Rock Planning
Commission. If you have any comments or questions, send them to Walter Malone at the
above address or wmalone littlerock..or . Comments received prior to Friday December
6 will be shared with the Planning Commission.
