Dear Director Hines,
Attached to this email is a draft of the ordinance to deal with the removal of the undeveloped parts
of Beckenham Drive from the Master Street Plan. I think that this accomplishes all that we want, and I
am pretty sure the spelling of the name is correct now. But, things have been extremely hectic around
here the last few days, so there is no pride of authorship if anyone on this list wishes to make suggested
changes. WALTER/TONY — I need to attach a map to the ordinance before it is passed on Tuesday
evening. Could you please send me a clean map for that purpose?
Incidentally, this draft of the ordinance is included in the PONY that is being delivered tonight.

ORDINANCE NO.
3 AN ORDINANCE TO AMEND THE MASTER STREET PLAN TO
4 REMOVE THE UNDEVELOPED PORTIONS OF BECKENHAM
5 DRIVE; TO DECLARE AN EMERGENCY; AND FOR OTHER
6 PURPOSES.
8 WHEREAS, the Board of Directors approved Little Rock, Ark., Ordinances No. 20,673;
9 20,674; 20,675 (December 18, 2012), to rezone certain property and to amend the land use plan
10 and the master street plan near Kirk Road, and Rahling Road, and to change the nature of a street
11 on Wellington Road from collector status; and,
12 WHEREAS, the Board directed that concerns expressed by the public over the possible
13 development of the now undeveloped portions of Beckenham Road would occur, and that this
14 would have an adverse impact upon the various neighborhoods along Rahling Road; and,
15 WHEREAS, the Board wished to assure that no negative impact from such things as cut
16 through driving on Beckenham Road, with or without modifications, and into neighborhoods
17 such as those off of Pebble Beach Drive between Henson Road and Rahling Road;
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The presently undeveloped portions of Beckenham Drive shown on the Master
21 Street Plan as of the date of this Ordinance shall be removed from the Master Street Plan and
22 shall not be permitted to be developed.
23 Section 2. The Master Street Plan map is hereby changed to reflect the modification
24 described in Section 1 of this Ordinance as shown on the attached map.
25 Section 3. Severability. In the event any section, subsection, subdivision, paragraph,
26 subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to
27 be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining
28 provisions of this ordinance, as if such invalid or unconstitutional provision were not originally
29 a part of this ordinance.
30 Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
31 this ordinance are hereby repealed to the extent of such inconsistency.
I Section 5. Emergency Clause. The ability to assure the safe development of neighbhorhoods
2 and to avoid the dangers of cut through traffic into those neighborhoods is essential to the public
3 health, safety, and welfare; if developments are allowed to occur because the Master Street Plan
4 currently allows the undeveloped portions of Beckenham Road to be developed, this ability is
5 diminished; an emergency is, therefore, declared to exist and this ordinance shall be in full force
6 and effect from and after the date of its passage.
