3 AN ORDINANCE TO AMEND THE MASTER STREET PLAN TO
4 REMOVE THE UNDEVELOPED PORTIONS OF BECKENHAM
5 TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

7 WHEREAS, the Board of Directors approved Little Rock, Ark,, Ordinances No. 20,673; 20,674;
8 20,675 (December 18, 2012), to rezone certain property and to amend the land use plan and the Master
9 Street Plan near Kirk Road, and Rahling Road, and to change the nature of a street on Wellington Road
10 from collector status; and,
11 WHEREAS, the Board directed that concerns expressed by the public over the possible development
12 of the now undeveloped portions of Beckenham Drive would occur, and that this would have an adverse
13 impact upon the various neighborhoods along Rahling Road; and,
14 WHEREAS, the Board wished to assure that no negative impact from such things as cut through
15 driving on Beckenham Drive, with or without modifications, and into neighborhoods such as those off of
16 Pebble Beach Drive between Henson Road and Rahling Road;
17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK, ARKANSAS:
19 Section 1. The presently undeveloped portions of Beckenham Drive shown on the Master Street
20 Plan as of the date of this ordinance shall be removed from the Master Street Plan and shall not be
21 permitted to be developed.
22 Section 2. The Master Street Plan map is hereby changed to reflect the modification described in
23 Section 1 of this Ordinance as shown on the attached map.
24 Section 3. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
25 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
26 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
27 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance,
28 Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
29 ordinance are hereby repealed to the extent of such inconsistency.
30 Section 5. Emergency Clause. The ability to assure the safe development of neighborhoods and to
31 avoid the dangers of cut through tragic into those neighborhoods is essential to the public health, safety,
32 and welfare; if developments are allowed to occur because the Master Street Plan currently allows the
33 undeveloped portions of Beckenham Drive to be developed, this ability is diminished; an emergency is,
I therefore, declared to exist and this ordinance shall be In full force and effect from and after the date of
2 its passage.
