HomeMy WebLinkAboutordinance 171831 2 4 ORDINANCE NO. 17,183 5 6 AN ORDINANCE TO SUPPLEMENT AND CLARIFY THE 7 PASTER STREET PLAN; TO PROVIDE FOR THE 8 ORDERLY IMPIM ENTATION OF CERTAIN PORTIONS OF 9 THE MASTER STREET PLAN THROUGH THE DEFERRAL OF 10 CERTAIN REQUIREMENTS; TO PERMIT THE CHENAL 11 VALLEY MUNICIPAL PROPERTY OWNERS MULTI-PURPOSE 12 IMPROVEMENT DISTRICT NO. 4 OF THE CITY OF 13 LITTLE ROCK, ARKANSAS, OR THE PETITIONERS FOR 14 THIS DISTRICT, OR BOTH, TO IMPLEMENT THIS 15 PLAN; AND FOR OTHER PURPOSES. 16 17 . WHEREAS, the City has been petitioned by certain property 18 owners to create a municipal property owners multi-purpose 19 improvement district in the Chenal Valley area; and WHEREAS, after several discussions it has been determined 21 that certain modifications or supplementations to the Master 22 Street _Plan, set forth in Little Rock, Ark., Ordinance No. 23 15,519 (August 2, 1988), as amended, should be made to further 24 clarify the provisions thereof. 25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 26 THE CITY OF LITTLE ROCK, ARKANSAS: 27 SECTION 1. The following amendments to the Master Street 28 Plan concerning the West Loop, sometimes colloquially referred 29 to as the Outer Loop, are made to supplement and clarify the 30 requirements of the Plan as it relates to the following: 31 a. The Chenal Valley Municipal Property Owners 32 Multi -Purpose Improvement District No. 4 of 33 the City of Little Rock, Arkansas, or the 34 petitioners for said district, or both, shall 35 have the right to: 16 (i) Build the West Loop, as shown on the 1 Master Street Plan, from Chenal 2 Parkway in an easterly and northerly i direction to the Taylor Loop/Hinson 4 Road connector, consisting of two 5 6 lanes and a turn lane; 7 Improve the West Loop to arterial standards at such time as the 8 traffic count on the road reaches 9 10 12,000 vehicles per day, provided, 11 however, that there shall be no 12 obligation to improve the West -Loop to arterial standards unless the 13 connections referred to in 14 subparagraph (iii) below shall have 15 been constructed; 16 Connect Pebble Beach Road to the 17 West Loop at any time if one other 18 collector to the West Loop is 19 connected, provided that if no other collector is connected to the West 21 Loop at the end of three years from 22 the date of this ordinance, then 23 Pebble Beach shall be connected at 24 that time. 25 SECTION 2. All developers of property along the West Loop, 26 as shown on the Master Street Plan, shall post signs at the end 27 of collector streets which explain that these streets, or street 28 stubs, shall be extended at some point in the future. 29 SECTION 3. The City shall post signs on present collector 30 streets that show these streets will will continue to be shown 31 on the Master Street Plan as collector streets. 32 SECTION 4. The City shall assure that along the West Loop, 33 as shown on the Master Street Plan, engineering techniques that 34 serve as traffic calming devices shall be maintained. 35 SECTION 5. SEVERABILITY. In the event any section, 36 subsection subdivisionparagraph,subparagraph,item , 1 2 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 16 sentence, clause, phrase, or word of this ordinance is declared to adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this ordinance. SECTION 6. REPEALER. This ordinance shall repeal all other ordinances or resolutions that govern the topic of this ordinance to the extent of any inconsistency.
