MOORE, CITY MANAGER '' ..qqM FROM: WALTER MALONE, PLANNING MANAGER W' VIA: TONY BOZYNSKI, DIRECTOR OF PLANNING AND DEVELOPMENT SUBJECT: MASTER STREET PLAN AMENDMENT FOR PINNACLE VALLEY ROAD DATE: FEBRUARY 27, 2012 This department received requests from the Pinnacle Valley Neighborhood Association and the Bike Friendly Community Committee to modify the Master Street Plan standards for Pinnacle Valley Road. The request is to use a two-lane standard with shoulders, rather than a five -lane or four -lane with median (the right-of-way would remain 90 -feet). This modified standard is consistent with the standards for Pinnacle Valley Road north of its intersection with County Farm Road to Highway 300. Pulaski County has constructed Pinnacle Valley Road to this modified standard from the City Limits (railroad tracks) north and east to County Farm Road. Traffic volumes along Pinnacle Valley Road have ranged from 3400 to 3900 ADT since 2005. From 1995 through 2005 traffic ranged from 2200 to 2500 ADT. With the limitations on the land and the current development pattern, significant volume increases are not likely. A two- lane road with limited turns can easily carry volumes well over those currently on the road. We contacted Public Works for a cost estimate for a two-lane section, the modified standard, from Highway 10 to the railroad tracks. Public Works provided a 2011 estimate of $1.5 million for the road construction. If additional information is needed, please advise.
