Staff presented the proposal after review with Metroplan, our City
Engineer and Traffic Engineer. There is no other report other than our
verbal presentation to the Commission. The Mayor is holding the issue
until Little Rock agrees. We reviewed two options for landing on the
north side, 1. A roundabout on Riverfront Drive by our substation and 2.
Intersecting with Karrott Street. I preferred option 1. As it would have
less impact on adjoining development and a roundabout could be installed
with a three leg roundabout design. Intersecting with Karrott will
require our constructing alternate access for adjoining properties and
would create more conflict. All of those who reviewed that option
preferred intersecting with Karrott as they believed it would be better
for the arterial system. I disagree but did not press that at the
Commission.

The Commission has approved it but not the City Council. It is currently
only a recommendation.
