One if not both is true for these routes. A Class I would require more ROW and paving and I thought the group was trying to get a system in place at lower costs. So the best option if all of this is true is to either develop an alternate route that does the same thing on lower volume/speed roads and/or to have the bike routes be class II. Class 1 would require additional ROW, therefore I would stay away from Class 1, if possible. Either an alternate location (parallel) or Class 2 would be my suggestion. If it is noted that the route is 'proposed to upgrade to Class II', that means that the 'Implementation Plan' shows as Class II but the Master Plan shows as a Class II. So should be upgraded at some point.
