East 9th Street at Bond Avenue is being extended towards the northeast to connect with East 6`h Street at Calhoun Street. The new street will he constructed per the Master Street Plan to a minor arterial street standard consisting of four (4) lanes with curb, gutter, and sidewalk on both sides. A center grassed median will be provided with turn lanes at intersections. East 6th Street will intersect into the new street at a "T" configuration intersection. The new East 9`h Street extension which will be the thru street will continue easterly along the existing East 6th Street alignment creating a more direct route to the Little Rock National Airport industrial area from Interstate 30. Currently, East 6th Street is shown on the Master Street Plan as a minor arterial standard street. Bond Avenue like East 6th Street is also shown as a minor arterial standard street. It is believed the new East 9th Street extension should be classified on the Master Street Plan as a minor arterial street because: - East 9th Street extension will be constructed to a minor arterial street standard; - The new East 91h Street extension will intersect with East 6th Street and Bond Avenue, which are both minor arterial streets, and; - East 9th Street is currently one (1) of three (3) major connections from Interstate 30 to the Little Rock National Airport north and west industrial areas. Considering what has been mentioned above, staff believes the City of Little Rock Master Street Plan should be amended to show the new East 9th Street extension as a minor arterial street. Staff requests this application to be placed on the Planning Commission Meeting docketed for April 7, 2011.
