HomeMy WebLinkAboutordinance 171831 2 3 4 5 6 7 8 9 10 12 12 13 14 15 16 17 le 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 ORDINANCE NO. 17,183 AN ORDINANCE TO SUPPLEKENT AND CLARIFY THE MASTER STREET PLAN; TO PROVIDE FOR THE ORDERLY IXPL 00DffATION OF CERTAIN PORTIONS OF THE MASTER STREET PLAN THROUGH THE DEFERRAL OF CERTAIN REQUIREMENTS; TO PERMIT THE CHENAL VALLEY MUNICIPAL PROPERTY OWNERS MULTI-PURPOSE 1"ROVENENT DISTRICT NO. 4 OF THE CITY OF LITTLE ROCK, ARKANSAS, OR THE PETITIONERS FOR THIS DISTRICT, OR BOTH, TO IMPLEMENT THIS PLAN; AND FOR OTHER PURPOSES. WHEREAS,. the City has been petitioned by certain property owners to create a municipal property owners multi-purpose improvement district in the Chenal Valley area; and WHEREAS, after several discussions it has been determined that certain modifications or supplementations to the Master Street Plan, set forth in Little Rock, Ark., Ordinance No. 15,519 (August 2, 1988), as amended, shoUld be made to further clarify the provisions thereof. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The following amendments to the Master Street Plan concerning the West Loop, sometimes colloquially referred to as the Outer Loop, are made to supplement and clarify the requirements of the Plan as it relates to the following: a. The Chenal'Valley Municipal Property Owners Multi -Purpose Improvement District No. 4 of the City of Little Rock, Arkansas, or the' petitioners for said district, or both, shall have the right to: (i) Build the West Loop, as shown on the �s-ssfsf3s'Sf■S 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 Master Street Plan, from Chenal Parkway in an easterly and northerly direction to the Taylor Loop/Hinson Road connector, consisting of two lanes and a turn lane; Improve the West Loop to arterial standards at such time as the traffic count on the road reaches 12,000 vehicles per day, provided, however, that there shall be no obligation to improve the West'Loop to arterial standards unless the connections referred to in subparagraph (iii) below shall have been constructed; Connect Pebble Beach Road to the West Loop at any time if one other collector to the West Loop is connected, provided that if no other collector is connected to the West Loop at the end -of three years from the date of this ordinance, then Pebble Beach shall be connected at that time. SECTION 2. All developers of property along the West Loop, as shown on the Master Street Plan, shall post signs at the end of collector streets which explain that these streets, or street stubs, shall be extended at some point in the future. SECTION 3. The City shall post signs on present collector streets that show these streets will will continue to be shown on the Master Street Plan as collector streets. SECTION 4. The City shall assure that along the West Loop, as shown on the Master Street Plan, engineering techniques that serve as traffic calming devices shall be maintained. SECTION 5. SEVERABILITY. SECTION 6. REPEALER;. This ordinance shall repeal all other ordinances or resolutions that govern the topic of this ordinance to the extent of any inconsistency.
