Road. I think the answer is none. Bill, you were around back then, is that what you remember? Everything I can
find indicates the Chenal District is responsible for the entire widening project down to Taylor Loop.

SUBJECT: RAHLING ROAD WIDENING
DATE: FEBRUARY 22, 2008
Staff was asked to investigate what responsibilities, if any, that the City may have to
widen Rahling Road from Taylor Loop south to where Rahling Road already has an
arterial street cross section. Rahling Road was once referred to as the West Loop.
Ordinance No. 17,183 adopted by the Board on May 7, 1996 authorizes that the Chenal
Valley Municipal Property Owners Multi-purpose Improvement District No. 4 of the City
of Little Rock "Build the West Loop, as shown on the Master Street Plan from Chenal
Parkway in an easterly and northerly direction to the Taylor Loop / Hinson Road
Connector, consisting (initially) of two lanes and a turn lane." The ordinance further
requires that the District "Improve the West Loop to arterial standards at such time as the
traffic count reaches 12,000 vehicle per day." The language in this ordinance indicates
that the City has no financial obligation for completing Rahling to arterial standards.
Further confirmation that the District is responsible for the widening of Rahling Road all
of the way to the Taylor Loop connector can be found in the February 5, 2002, the Board
approval of the Hickory Pointe Addition located east of Rahling and just south of the
Taylor Loop. In the Planning Commission minuets for the subdivision approval, Joe
White representing the applicant stated that the District would approve Rahling Road to
an arterial standard when traffic counts reached 12,000 vehicles per day.
It should be noted that there was some discussion in the early years of the construction of
the West Loop on whether the City should participate in some of the cost of building the
new arterial. In a memo dated April 26, 1993, Engineering Manager JE Gardner
indicated future improvements beyond a three lane cross section would be at public or
improvement district expense.
Ultimately, the developers of Charleston Heights, Hickory Pointe, and Trinity
Subdivision were allowed to plat their properties with 80' rights-of-way and were
required to construct only the initial three lanes of the arterial street with sidewalks on
both sides. It is apparent from the placement of the sidewalks that all widening will be
done on the east side of the existing pavement. There is room for two additional lanes
which will make a five lane cross section. From the available records, the widening is to
be done at improvement district expense.
